Job Description

  • Provides day to day direction and prioritization of resources and activities, to accomplish established building management objectives for facility maintenance, operation and modification to meet occupant mission needs.

  • Interfaces with facility maintenance, management, engineering and R&D occupant staff and management. Functions as the primary point of contact for customer service interactions.

  • Supports facility management in the development of facility maintenance and operations budgets.

  • Coordinates activities with other support organizations; provides oversight for facility technicians.

  • Supports emergency responses in the event of an accident or disaster in accordance with regulations and company plans and procedures.

The Facility Services Specialist is responsible for providing direct support to the Building Manager for all assigned facilities in an effort to maintain an open and available facility, capable of supporting the mission of PNNL and specifically that of the facility occupants. The Facility Services Specialist is responsible for serving as backup for the Building Manager, will be required to be qualified as a Building Manager, and will routinely act in that capacity. This position also includes the operational responsibility to work in conjunction with Operations and Line Managers to ensure that conduct of business within facilities is institutionalized for a safe, secure and environmentally sound operating environment and is within the operating boundary for the facility as delineated in the respective Facility Use Agreements.

The duties and accountabilities specifically assigned to the FSS include:

  • Displays effective communication and presentation skills, efficiently multi-tasks, and successfully communicates with maintenance staff, researchers, contractors and management.

  • Understands configuration management and project file organization and importance

  • Working knowledge of electronic record management systems (i.e. MAXIMO, VAULT)

  • Assists Building Manager in prioritizing work, managing workload, and financial planning.

  • Coordinates activities pertaining to Facilities construction and maintenance projects to include:

  • preparation of cost estimates, functional studies, and construction or maintenance plans and schedules, that the project package is in order and all necessary paperwork, permits, reviews, pre-job briefings and approvals are completed prior to the start of work,

  • reviews design drawings for constructability, completeness, and accuracy prior to approving work

  • ensures construction and maintenance work is properly inspected to meet both internal (PNNL) and external (agency) requirements

  • validates that acceptable quality assurance is maintained and that projects are completed according to project plans

  • monitors project safety, seeking prompt resolution of unsafe conditions at the work site, and possesses working knowledge of OSHA / WISHA

  • Maintains strong linkages with Facility Operations, Research, and other internal functional support organizations such as Effluent Management, Safety, Security, Rad protection, Contracts, etc. as needed to ensure campus compliance on all fronts.

  • Sets up system outages and impairments as needed, to include staff notifications.

  • Provides oversight of the off-shift security/power operators, PNNL maintenance technicians, contracted maintenance craft, and construction crews daily, ensuring staff are working securely, safely, compliantly, professionally, and as productive as possible.

  • Serves as the Building Manager's delegate to include:

  • Point of contact (POC) for campus security and Building Emergency Director (BED), on call 24/7 and within 30 minutes of the MSL campus

  • approves all onsite work outside of research

  • escort inspectors, visiting Richland staff (engineers, security, program management) and various local/state/federal representatives as needed

  • back-up water purveyor.

  • POC for MSL's Research Director and Operations Manager issues or support needs.

Minimum Qualifications

  • Bachelor degree plus 10+ years relevant work experience required or Advanced degree and 8+ years of relevant experience.

Preferred Qualifications

  • Demonstrates leadership by translating strategy into specific goals and objectives. Works on complex problems and provides solutions that are innovative. Identifies improvement/efficiency opportunities both within and outside of area where assigned as SME.

  • Knowledge of general business organization and administration, project management, PNNL operations, quality assurance, and environmental, safety and health policies and procedures.

  • General knowledge of event reporting and classification processes.

  • Recognized by managers and peers as competent. Has wideranging experience, uses professional concepts and organization objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management & operations program.

  • Demonstrated ability to work with people effectively and possess strong problem solving team-building skills; fosters collaboration and grows the skills of others.

  • Established ability to operate in close cooperation with other members of PNNL's senior operations and technical management team; to build effective working relationships with diverse organizations (a prerequisite to working successfully with PNNL technical organizations and organizations in the PNNL Facilities and Operations Directorate).

  • Must have excellent written and verbal communication skills.

  • Must be able to become a Technical Oversite Representative 3 (TOR 3), so experience in Field Engineering, Project Management, or Construction Management, is preferred.

  • Must be able to become a Water Distribution Specialist (WDS) through WA State, so experience with potable water systems, backflow preventers, cross connections, and testing is preferred.

  • Must be able to be qualified as a Building Manager and Building Emergency Director.

  • A minimum of five years experience in the conduct of facility related operations in DOE and/or Battelle private facilities in positions of increasing responsibility, preferred.

Other Information

  • The Facility Services Specialist, while providing guidance and oversight to functional support teams, also has a close working familiarity with all facility operating and R&D workspaces (internal and external). To that extent, the Facility Services Specialist will have the training and experience necessary to permit access to all appropriate workspace associated within assigned facilities and is considered essential personnel for the operation and maintenance of the assigned facility.

  • When filling in for the Building Manager, the Facility Services Specialist must have the ability to respond to a call-out to their assigned facilities within a reasonable time period, when necessary.
