PNNL’s Marine Sciences Laboratory is developing robust coastal/marine research programs supporting the US Department of Energy’s missions in renewable energy, earth systems modeling, ecosystem processes and health, applied biotechnology, and geochemistry.
This position will support environmental compliance and permitting associated with research at MSL and in nearby coastal and terrestrial ecosystems. This position will coordinate closely with project managers and researchers, become a part of the Environmental Compliance Representatives (ECR) team, and work with Environmental Research Permitting, Biological Resources, Cultural Resources, and NEPA program subject matter expert (SME) leads to assist with environmental compliance and regulatory requirements on behalf of PNNL and the Department of Energy. This position will also support environmental compliance review of research proposals and work with research staff to assist with necessary environmental consultations, permits, and laboratory procedures for compliance with environmental regulations. The incumbent may also assist with research projects depending on expertise and availability. This position will require regulatory and compliance training and active communication and collaboration with staff at the Sequim and Richland campuses.
The staff member will:
Review MSL research proposals and assign NEPA coverage and assist Project Managers and/or Principle Investigators with coordination of additional environmental reviews, consultations, and/or permitting as warranted.
Assist research staff with laboratory compliance for waste, effluents, and chemical, radiological, and biological materials management.
Conduct periodic laboratory and field assessments for process and regulatory compliance and assist with compliance inspections and lab-level environmental assessments.
Serve as a point of contact for interface and coordination with external regulatory agencies in obtaining permits and in ensuring compliance for research activities.
Support the Environmental Research Permitting SME with documentation of project permitting requests, coordination with NEPA, Biological Resources, and Cultural Resources SMEs, tracking of external agency communications, permitting applications, and coordination of permitting implementation and compliance requirements.
Prepare and review environmental permit applications such as Joint Aquatic Resource Permit Applications and Hydraulic Project Approvals.
Provide oversight for MSL and nearby aquatic MSL research done by PNNL staff or collaborators to assure compliance and permitting closeout upon project completion.
Maintain excellent communication within and outside of the organization.
Execute strong organizational and time-management skills necessary for managing a diverse portfolio of tasks and projects.
Work collaboratively and establish effective relationships with researchers, teams, and managers.
- Bachelor's degree and 3+ years of relevant experience or advanced degree and 0-2 years of relevant experience.
A degree in biological sciences, environmental science, natural resource management, or related disciplines.
Experience preparing federal, state, and local environmental permit applications or other environmental regulatory documents.
Experience coordinating or reviewing single and multi-agency permit applications at the local, state, and federal levels.
Familiarity with work conducted in a laboratory setting.
Background in marine or coastal science
Excellent oral and written skills, with an aptitude for detail and accuracy.
Experience in using Geographical Information Systems (GIS).
