This position is responsible for implementing the Laboratory's Worker Safety and Health programs via deployed safety professionals who assist line and operations management in assuring a safe and healthy workplace is provided to all employees, visitors, vendors, and subcontractors of the Laboratory by performing the following duties:
Partners with the WS&H Programs Manager, R&D and OSD Managers to implement systems designed to identify, evaluate, and control hazards in the workplace.
Interfaces directly with staff and management at all levels, and with external customers including DOE-PNSO line management and Environmental Safety & Health (EH&S) staff.
Responsible for assuring efficient and effective deployment of WS&H services which are consistently rated “excellent” or “outstanding” by both internal and external customers.
Maintains balance between compliance, customer satisfaction and budget constraints.
Directly supervises 17 Industrial Hygiene (IH) and Occupational Safety (OS) professionals in implementation and assessment of Worker Safety & Health (WS&H) Programs designed to comply 10 CFR 851 requirements for worker protection.
Selects, trains, develops and coaches multidiscipline professionals engaged in the implementation of safety programs.
Works collaboratively with Research and Facility Managers to understand level of Safety & Health services required to enable the safe conduct of research and facility operations.
Implements processes which produce accurate and defensible hazard / exposure assessment records as required by DOE Orders.
Influences WS&H Strategy and PNNL Safety Policies necessary to support changing research mission needs while meeting Department of Energy expectations for safe and compliant operations.
The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following:
Level 2: Participates in the establishment of operational objectives and work plans and may delegate assignments to subordinate personnel and determines how to use resources to meet schedules and goals. Provides guidance to subordinates within the latitude of established organization policies.
Level 3: Establishes operational objectives and work plans, and delegates assignments to subordinate managers. Involved in developing, modifying and executing organization policies that affect immediate operations(s) and may also have organization wide effect. Has responsibility for staff capability for service delivery of functional area.
Bachelor's degree with 8+ years of relevant experience; or Master's degree with 6+ years of relevant experience.
Management experience that includes initiating, planning, executing, controlling, and closing processes.
Effective oral communication and technical writing skills, as well as effective interpersonal and organizational skills.
Working knowledge of US Occupational Safety and Health Administration regulations and associated consensus standards.
Bachelor's degree plus 10+ years of relevant experience; or, a Master's degree plus 8+ years of relevant experience.
Advanced degree in Science, Engineering or Public Health desired.
Certification as an Industrial Hygienist or Safety Professional.
Demonstrated leadership experience in the development, implementation and assessment of ES&H Programs in accordance with US Department of Energy Requirements.
Demonstrated experience in deployment of safety programs to support Facility Operations and Laboratory Research.
