The Talent Acquisition Manager develops and delivers comprehensive recruiting and sourcing strategies while implementing best practices to support the talent acquisition needs of the organization. Ensures expert delivery of recruiting, workforce planning and staffing support through oversight of team members within the Recruiting and Internship Program functions.
Assesses current and future staffing needs of the organization and develops appropriate talent acquisition plans; works with leadership to develop overall staffing strategy and talent pipeline to support PNNL programs.Includes enabling PNNL’s STEM strategy and mission and building a strong talent pipeline through our University Recruiting programs and diversity initiatives.
Builds and implements contemporary and innovative talent acquisition approaches for sourcing and selection strategies that meet business needs and create a continuous pipeline of talent for the company.
Direct leadership and integration of a 22 member team of exempt and non-exempt HR professionals. Tracks staff performance against established, defined performance metrics, including diversity of applicant pool, requisition aging, number of hires, and client and candidate satisfaction.Fosters an integrated team environment through collaborative leadership and improves team performance through individual and team coaching and performance feedback.
Drives process improvements to streamline hiring cycle time and develops the recruitment technology plan (applicant tracking, recruitment management, internet sourcing, etc.) to support sourcing, selecting, and handling applicants; utilize applicant tracking and other HR systems to ensure effective and appropriate reports are in place to analyze staffing needs and impact change
Develops processes, tools, and training to help select candidates that best align with PNNL culture, leadership attributes, and job and regulatory requirements.
Partners with communications and leadership teams to increase awareness of the company and attract talented individuals.
Ensures compliance with all applicable employment laws and policies and maintains up-to-date internal policies and processes.
Partners with HR leadership and stakeholders to develop metrics and standards, regular reporting, and analysis on staffing effectiveness; monitors and analyzes recruiting, diversity and retention metrics, and develops action plans to address identified staffing needs.
Recruits for positions at the strategic level. Manages key position and executive open requisitions, based on need. Ensures delivery of diverse, high quality talent and organization fit for candidates hired into the organization.
Bachelor's degree plus 10+ years of recruiting, staffing or related experience; OR, a Master's degree plus 8+ years of recruiting, staffing or related experience.
Knowledge of applicable employment laws is required.
Must have experience managing or supervising the work of others.Must be able to inspire trust and effectively consult, coach, lead and influence others.
Strong interpersonal and communications skills including success in developing strategic partnerships and interfacing with managers at all levels.
Experience leading transformational or significant process improvement changes within an organization, including evaluating and implementing new technologies.
Must have demonstrated working technical knowledge of advanced recruiting technologies and techniques, including standard and non-standard recruiting methods, internet mining, direct sourcing and networking with referrals for leads.
Demonstrated Web Research and Computer experience, including proficiency with MS Outlook, Word, and Excel, and PowerPoint is required.
Demonstrated success recruiting for executive and scientific, R&D and/or complex technical positions.
Knowledge of the discipline of Human Resources with an emphasis in Compensation and talent management.
