The Talent Acquisition Manager reports to the Chief Human Resources Officer and is responsible for planning, designing, implementing, and administering a talent acquisition program strategy for PNNL. This position will research and bring in-depth understanding of external best-practices and innovative trends to apply to talent acquisition practices and technologies. The selected individual will be responsible for developing and driving strategies to attract top talent and meet Lab growth targets.

Discipline, principal job duties/expectations, and qualitative and quantitative measures of performance that exceed the Functional Descriptor:

  • Manage a team of 18 talent acquisition professionals including senior recruiters, university recruiters, and recruiting coordinators

  • Serve as a member of the Human Resources Institutional Leadership Team.

  • Plan, design, implement, and administer a comprehensive talent acquisition strategy.

  • Strategically assess the effectiveness of current programs in achieving growth targets; identify best practices and benchmarks; and develop recommendations for modifications to align to HR strategy and PNNL business goals.

  • Advise CHRO on talent acquisition best practices and programs.

  • Effectively manage and collaborate with vendors and external partners, including managing performance of contracts to ensure maximum value of services is delivered.

  • Partner with HR and leadership on appropriate talent acquisition approaches.

  • Responsible for compliance reporting related to equal employment opportunity. Keeps abreast of regulatory changes affecting hiring and building talent pools.

  • Develop and coordinate communications strategies and activities designed to educate and inform recruiting team and hiring managers on best practices.

  • Maintain confidentiality of work-related issues, records and PNNL information.

  • Complete special projects, as assigned.

Minimum Qualifications

  • Bachelor’s degree plus 10+ years of relevant experience; OR, a Master’s degree plus 8+ years of relevant experience.

  • Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.

  • Experience managing a team of highly qualified professionals and delivering on talent targets.

  • Sound knowledge of the EEO and Affirmative Action regulations and practices.

  • Experience with digital recruiting platforms and applicant tracking systems.

  • Experienced with vendor-relations and multi-state employers preferred.

  • Bachelor’s degree in business administration, human resources, or related field.

  • Able to positively influence internal stakeholders with a collaborative working style engendering strong team spirit.

  • Exceptional planning and organizational skills including strong attention to detail & most importantly a desire to constantly be improving.

  • Strong analytical skills with the ability to work through processes, identify and implement process improvements and resolve complex matters.

  • Excellent written, verbal, and interpersonal communication skills.

  • Ability to maintain confidentiality.

  • Excellent leadership and communication skills with proven ability to attract, develop and motivate the talent required for current and future business needs.

  • Exceptional coaching, mentoring, and people development skills.

  • An expert ability to think strategically and execute tactically.
