The Pacific Northwest National Laboratory (PNNL) is a multi-program laboratory operated by Battelle for the US DOE. The Global Nuclear Science and Technology Group (GNS&T) is an interdisciplinary group of approximately 70 Analysts, Scientists, Engineers and Support Professionals that provide international technology assessments and R&D solutions related to ensuring the continued peaceful use of new technology while detecting, preventing, and countering proliferation of Weapons of Mass Destruction (WMD). GNS&T is seeking a Technical Advisor to develop and lead a program focused broadly on the identification and characterization of nuclear technologies that are of national security concern. The successful candidate will be an integral member of an inter-disciplinary team of scientists, engineers, and program managers and will help build and lead a program of research work in the area of nuclear threats and their characterization.
Responsibilities and Accountabilities :
As a member of the GNS&T group in the National Security Directorate, the incumbent in this position will support senior policy makers on issues related to national nuclear defense policy and technology development.
The incumbent will work in a diverse group of staff in support of multiple government agencies.Work will be collaborative with DOE Headquarters staff, other federal agencies and other National Laboratories.
The incumbent is expected to have extensive technical expertise in the nuclear fuel cycle with a command of specialized in-depth knowledge in a relevant field.The incumbent’s performance and knowledge should be at a level that establishes them as a national expert, with a technical network across multiple government agencies.
The incumbent is expected to provide the technical and programmatic leadership to develop unique, creative solutions for difficult problems of extreme importance to US national security.This includes early identification/characterization of nuclear technology threats and the development and implementation of methods to mitigate them.
Discipline and expectations:
The incumbent will be required to provide program and research support to chemical and nuclear sciences, nonproliferation, nuclear security policy or intelligence initatives that address national security challenges. This is a complex problem where analyses will require evaluation of a variety of factors, including and understanding of current national trends.
The incumbent will be required to build networks at a local and capability level, as well as national level, and effectively team with others to optimize research at the group and division level.
The incumbent will contribute to proposals, embrace quality, saftey and security expectations, and communicate the importance of these expectations within the work team.
Additionally, the incumbent is expected to be a member of the professional community, present at national or international forums, and lead elements or sections of technical products and proposals.
This position will be expected to work with non-sensitive, sensitive, and classified information as appropriate for individual projects and the incumbent should demonstrate an ability to manage sensitive business situations and influence positive outcomes. The person in this position must recognize and accept that they will be working in technical areas associated with the National Security of the United States.
Bachelor's degree with 10 plus years' of experience or Master's degree with 6 plus years' of experience
Must be able to generate analytical reports
Demonstrated ability and willingness to perform as a team member on multiple projects simultaneously and work effectively in a dynamic team environment with high expectations for quality and attention to detail
Well-developed oral and written communication skills, including detail-oriented business writing and the ability to convey complex information accurately
PhD in the physical sciences with a preference for nuclear related science and engineering courses of study plus at 3 years of experience
Previous experience in performing policy analysis
Experience with the nuclear fuel cycle and nuclear non-proliferation is desired

This position requires the ability to obtain and maintain a federal security clearance.
Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
