As a senior member of the Project Controls team you will be responsible for providing project controls support to high risk and complex projects at PNNL supporting project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements) and in participating in the following activities:
Developing detailed project control plans, statements of work, and other types of planning documents
Constructing time-phased budgets, work schedules, work breakdown structures, and cost account plans
Creating diagrams of workflow (e.g., Gantt charts, PERT, and CPM network diagrams)
Within this framework, you will play a key role in promoting, developing, and implementing project controls procedures and systems throughout the Lab and with external customers.
As a seasoned professional you will work independently and often simultaneously on different high-risk or complex projects with multiple customers and demonstrate one or more areas of project controls expertise; and be sought out by coworkers, internal and external customers for technical and professional advice. You will interact with internal and external customers to translate their needs into value-added project controls solutions, products and services.
In addition, you will identify high-risk issues that could impact a project's success; bring them to management’s attention and play a leadership role in the organization by providing training, coaching, and mentoring; developing a sustaining workload; and contributing to or leading special activities.
Bachelor's degree and 8+ years of relevant experience or advanced degree and 6+ years of relevant experience.
Thorough knowledge of project controls concepts including scheduling and earned value management.
Proficient user of project controls applications and tools including Primavera P6 and/or Microsoft Project.
Demonstrated organizational, problem-solving, negotiating, and teamwork skills; and excellent verbal and written communication.
Knowledge of general business administration; government performance measurement systems; and financial, administrative, and reporting systems.
Record of adapting to changes, being creative with solutions, and having a tolerance for ambiguity.
Certified Earned Value Professional (EVP) and/or Project management Professional (PMP).
Experience and/or coursework in management information systems and databases (e.g. SQL, Access, and Visual Basic).
Preferred Degree Programs: Management Information Systems (MIS), Operations Management, Project Management, Finance, Construction Management, Engineering Management, Accounting.

This position requires the ability to obtain and maintain a federal security clearance.
Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
