Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems.
Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices.
Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported.
Prepares, presents and supports development of analytical reports to provide financial information and status for management decision-making; produces long-range financial projections to assist managers in allocation of resources; analyzes expenditures, revenues, variances and trends.
Provides expert analytical skills, budgeting and oversight for all overhead pools, special facility adders, and initiatives within supported organizations and provides a key oversight role towards compliance with contractual and accounting policies, procedures, regulations and standards.
Serves as primary finance POC to NSD division directors related to project lifecycle requirements (from proposal, authorization, execution, to project close-out), line management support (in the areas of overhead budgeting, tracking/reporting), and policy support (charging guidelines, color of money determinations and other financial control compliance).
Assists in ensuring the integrity of financial transactions by reviewing transactions for compliance with accounting policies and practices; identifies potential problem areas/trends and reaches resolution through interface with other finance organizations and other functions within the Laboratory. Examples include requisitions, accruals, timecard adjustments, memberships, etc.
Provides direction and training to administrative support and other business office staff.
Coordinates with Project Managers, Accounts Receivable and Funding and Contract Services staff on funds-in, contract closing and overrun monitoring and resolution.
Performs special projects as assigned by Laboratory management.
- Bachelor's degree and 10+ years of relevant experience. Advanced degree and 8+ years of relevant experience. Professional license and/or certification may be preferred.
Bachelor's degree in Accounting, Finance, Economics or Business Administration preferred.
Proficency in the use of Microsoft Excel
Education and experience should demonstrate:

Excellent written and verbal communication skills, basic relationship management skills.

Experience operating under DOE or other federal government contracts preferred
Experience with Microsoft Access, PeopleSoft financial systems and relevant business intelligence solutions, system data extraction and manipulation strongly preferred.
