Job Description

– Provides technical and administrative direction, processing activities and support to the Laboratory in a variety of topics including Program Wide Support, Requirements Management, Personnel Security, the Access Control Office (ACO) and Foreign Visits and Assignment (FNVA) functions in accordance with DOE, other client and PNNL policies and procedures.

– Activities can include processing security information and data for security clearances, the issuance of DOE badges, automated access control devices (proximity cards), keys, foreign national visit and assignments, HSPD-12 credential coordination, personal identity verification, and visitor control including incoming classified visits by both U.S. citizens and foreign nationals. Additional programs may include coordination of the 10 CFR Part 707 (Testing Designated Position) program, and providing access control functions at the ROB.

– May also be assigned to perform a wide variety of activities including DOE, DoD and other government agency clearance processing activities; receiving, preparing and coordinating classified incoming and outgoing visits (DoD, DOE and other agency) for staff on business travel; processing of special access requests such as SIGMA and Weapons Data; performing reviews and updates of the Personnel Security procedural guides as they pertain to assigned functions; perform report compilation, managing controlled information, record keeping and commitment control.

– Performs a wide variety of coordination relating to program wide support (i.e., Facility Approval and Registration; Foreign Ownership, Control or Influence; Security Management in Contracting).

Responsibilities and Accountabilities:

– Responsible for and accountable to technical and administrative direction, processing activities and support to the Laboratory in a variety of topics including Access Control Office elements.

– Responsible to perform activities in accordance with DOE, other client and PNNL policies and procedures.

– Accountable to the Access Control team and team lead as a contributor on assigned activities providing effective and compliant support.

– Accountable to the SASD Physical Security manager and contributes to assigned programs.

– Performs Access Control program activities to include automated access control devices (proximity cards), keys, the issuance and accountability of the DOE Security and the Local Site Specific badges.

– Provides an effective implementation of the foreign national visit and assignment program and the Homeland Security Presidential Directive 12 (HSPD-12) credential coordination for personal identity verification, activation and rekey functions.

– Coordinates Department requirements management functions, to include a variety of procedures, change control processes, record keeping, reporting and commitment control. Provides hands-on training and assistance relative to assigned functions.

– Independently interfaces and coordinates with other entities to effectively administer the various assigned elements to include PNNL Contracts staff, project and all levels of managers, Laboratory training coordinators, SAS Subject Matter Experts, external client/organization executives, DOE specialists at all levels and locations and other Government agency individuals.

Minimum Qualifications

  • High school diploma and 4+ years relevant work experience. Technical Institute Graduate or relevant Associate's degree and 2+ years relevant work experience.
