Responsible for providing advice, facilitation, training, assessment, and other services related to the development, administration, and technical aspects of quality or assurance programs administered at various organizational levels (e.g., Board, PNNL, program, project, etc.). Serves as a subject matter expert (SME) in some or all aspects of quality or assurance fields, including planning or directing activities concerned with contractor assurance or quality standards, such as ASME NQA-1, Good Laboratory Practices, 17025, etc.
Quality and Assurance Management - As a deployed resource to the Research and Development and/or Management and Operations directorates, serves as a relationship manager and/or resource deployment manager for Quality Assurance and Contractor Assurance Programs and resources. Responsible for deploying requirements, systems, processes, tools, analytics, and capabilities required to lead and/or enable quality and performance management to serve the strategic, organizational, operations and project needs of the assigned directorate.
The primary purpose of the Quality Engineer (QE) role at PNNL is to support Science and Technology (S&T) projects in establishing effective quality assurance processes and practices – with the overall impact of mitigating risk and ensuring compliance, while striving for increased efficiency and effectiveness of project execution. The QE is the primary deployed resource for the Quality Division, working directly with Quality Managers, Project Managers, and project staff to achieve this impact. The QE is responsible and accountable for delivering (i.e., planning, implementing, and assuring effectiveness) all elements of the PNNL’s Quality Management Program as well as compliance to project-specific requirements that may exist.
Overall, the successful Quality Engineer will have a demonstrated track record of leadership, and a broad-based exposure to quality-related techniques and methodologies.

In this position you will be expected to bring your “A” game, to not only take our Supply Chain and Quality Program to the next generation, but also manage and help develop a highly skilled and experienced team of Quality Engineers (10+). Do you know how to build and lead a quality program and/or its subprograms, which includes the design, governing documentation, and implementing procedures?
Are you comfortable talking about a specific industry quality standard (ISO, NQA-1, AS9100, etc.), governing quality program, and process benchmarks?
Are you comfortable talking about Supplier Quality Management (SQM) principles and explaining to staff and stakeholders the importance of qualifying suppliers and their capabilities, keeping scorecards, and overall assessment of KPIs to effectively manage risk?
Have you managed and/or provided mentorship and consultation on the professional growth of staff.
Are you the type of person that can take a challenging negotiation, remain positive, and look for the win-win scenario for all parties?

Bachelor’s degree plus 12 years of related experience or an Advanced Degree with 10 years related experience.
Candidate must be able to obtain a DOE Q Clearance.
- Master’s degree that supports the specialization assigned and a minimum of 15 years of related experience.
Significant experience in four or more of the following and at least one where your peers consider you a Subject Matter Expert (SME) strongly preferred:
Experience working in a highly regulated environment/industry with a robust Environment, Health, Safety, Security and Quality (EHSS&Q) culture. (e.g. nuclear, food, oil and gas, transportation, medical, pharmaceutical, aerospace, etc.).
Experience and practice with any of the following: NQA-1, DOE O414.1D, 10 CFR 50 App B, 10 CFR Part 21, 10 CFR Part 71, and/or 10 CFR 830 requirements.
Serves as a Subject Matter Expert (SME) in some or all aspects of quality or assurance fields
including planning and/or directing activities concerned with quality standards.
Manages and maintains a supply chain program that is compliant with PNNL’s requirements.
Manages an allocated budget and staff that support the supply chain program.
In depth auditing experience, including but not limited to, lead auditor certification and/or significant auditing experience with a consensus standard (i.e. AS9100, ISO, NQA-1, etc.).
Drives continuous improvements of quality requirements and methods needed in order to secure high quality and stable production of PNNL’s products.
Handle escalation of issues related to the procurement processes.
Support efforts to build strong relationships with Contracts, Quality, and PNNL staff.
Perform initial supplier on site surveys, recurrent audits of supplier’s quality system, source inspection, and audit supplier’s processes and process control.
Establish and implement supplier performance improvement actions including, monitoring supplier’s proposed corrective actions, conducting supplier visits, monitoring supplier processes, and conducting scheduled supplier performance reviews with the suppliers of concern.
Ensuring that the supplier’s operations remain compliant with approved program.
Performs reviews of procurement documentation (pre and post award).
Drive and coordinate quality issues related to supply chain and the flow down of quality requirements.
Act as liaison between PNNL and the supplier on all quality issues; assist other departments with supplier issues.
Experience in general quality program development, maintenance and implementation.
On-site auditing and/or surveillance experience of fabricators with proficiency in the necessary reporting functions to evaluate QA/QC and overall project risk to stakeholders.
Experience in Suspect Counterfeit Items (SCI) programs, processes and execution.
A holder or past holder of any of the following certifications: ASQ CQE, CSQE, CQA, Lean Six Sigma and other types of respected industry certifications.

Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
