Job Description

The EMSL Management and Operations group supports the day to day operations of EMSL’s User Program as well as facilitates operational execution of the science and technology future strategy for the EMSL User Program. The User Program Services (UPS) team works under the direction of the Deputy of User Services (DoUS), who reports to the Deputy of Technical Management and is responsible for providing world-class customer service that enables access to EMSL’s capabilities. The UPS team is responsible for the execution of the User Services strategy, including clear and transparent proposal calls and peer review; timely decision and notifications to the researchers; accurate and responsive data collection and reporting through a suite of software tools; efficient and seamless project management of the approved user projects; and serves as a critical support function in establishing and growing the EMSL User Program’s external network of scientific partners. This position will serve as a team leader for UPS and a functional project manager for user projects, as well as a succession candidate for the Deputy of User Services.

Responsible for coordination, implementation, execution, control, and completion of assigned User projects ensuring consistency with organizational strategy, commitments, and goals.

Responsible for oversight of User project's performance and oversee quality control throughout its life cycle.

Discipline, principal job duties/expectations, and qualitative and quantitative measures of performance that exceed the Functional Descriptor:

  • Oversees the management of user projects annually to ensure efficient and seamless interactions between the PI and the science and technology expertise resident in EMSL.

  • Leads the activities and services that govern access to EMSL

  • Actively assists the Deputy of Technical Management in recruiting of staff as required.

  • Trains under the DoUS as a succession candidate learning the functions of the DoUS.

  • Develops, updates and retires policies and procedures for the review and award system for user applicants

  • Oversees the UPS elements of the EMSL Nexus system to ensure alignment with user needs and EMSL policies for user data and project management.

  • Responsible for drafting the Memorandum of Agreements for equipment transfers or co-ownership arrangements.

  • Responsible for the industry, academic and external User Facility partnership and collaborations framework to enable the Science and Technology Strategy for the EMSL User Program

  • In close collaboration with the Deputies of Technology and Computing, manages the involvement of the EMSL User Program with industry

  • Represents the User community and participates in the EMSL User Executive Committee and Quadrennial Review meetings, providing metrics and data for the User Program PI composition, utilization, growth and challenges

  • Working with the User Support Office team, leads the external Peer Review Panels for the objective review and approval of PI applications

Minimum Qualifications

Level 2 Project Manager

  • Bachelor's degree plus 6 years of experience or advanced degree plus 4 years of experience.

  • 3 or more years of experience relevant to project management and depth of knowledge in science and/or methods needed to deliver project.

Level 3 Project Manager

  • Bachelor's degree plus 8 years of experience or advanced degree plus 6 years of experience.

  • 4 or more years of experience relevant to project management and depth of knowledge in science and/or methods needed to deliver project.

Preferred Qualifications

Advanced Degree in relevant area of science (biology, chemistry, etc.)
