This position reports to the Chief Operating Officer of the National Security Division and is responsible for accepting and mitigating risk on behalf of the laboratory, executing and continually enhancing a codified, replicable process for delivering project management excellence and managing project risks. The PMOD supports the achievement of the Laboratory Mission Outcomes assigned to the Directorate by ensuring expert delivery stewardship for a portfolio of 150-200 projects directly contributing to sponsor mission outcomes. The PMOD oversees all aspects of expert delivery, including management of project risk and interfacing with project managers, Group Leaders, Division Directors, Market Sector Managers and key sponsors to deliver national impact.
Assure all project risks are properly identified, addressed in planning, formally accepted, and there is assurance they can be fully mitigated during project execution.
Select project managers for all projects
Mentor project managers to assure project success.
Assure projects effectively and efficiently produce high quality research products.
Work with contracts, finance, and line management to establish adequate budgets, realistic schedules and align appropriate resources for performing the work so that high-quality products are delivered to sponsors on time and within budget.
Fully understand expectations for content, quality and delivery and assure that the Project Manager plans to and meets these expectations.
Assure that projects are executed in a safe, secure, environmentally conscious, and operationally compliant manner.
Assure that appropriate quality steps are taken to ensure that products are technically sound and can be relied upon by the sponsor.
Tailor management system processes and staffing models to support reliable delivery of high-quality results.
Lead development of laboratory level process and procedures for the management and execution of work.
Interface with PNSO on risks and mitigations for projects as well as assist in understanding of project scope and schedule as required for project approval.
Bachelor's degree plus 15 years of experience or advanced degree plus 13 years of experience.
10 or more years of experience relevant to project management and depth of knowledge in science and/or methods needed to deliver project.
Must possess demonstrated technical leadership and management skills and be able to perform each essential duty. Strong, proven interpersonal communications, problem solving and human relations skills are also needed to communicate well with staff, management, and external sponsors/groups.
Understanding of the technical capabilities of the project management office is required. Previous project management experience is required.
Must be able to obtain Radiological Worker I qualification.
Graduate of PMDP, MSDP, and/or ELP; PMP certification or demonstrated equivalent (knowledge competency criteria) expected.
Preference is for individual having a background in nuclear, radiological and/or biological related technologies and projects.
Experience working in a Hazard Category 2 Nuclear facility and the conduct of radiological work.
Demonstrated ability to identify shortcomings in organizational processes and influence change for improvement.
Knowledge of and network of staff with expertise in nuclear operations, radiological control, waste management and Worker Safety and Health.

The incumbent must be familiar with laboratory and facility operations, knowledgeable enough to work with staff to mitigate potential hazards encountered in these environments and have an understanding of field research activities at the Hanford Site and remote field location.
This position requires the ability to obtain and maintain a federal security clearance.
Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
