Job Description

PNNL is looking for motivated individuals interested in developing innovative project controls solutions tailored to a diverse set of projects. In this role, the staff member is responsible for providing support to high risk and complex projects at PNNL. The staff member primarily supports line or project managers and project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements) through performing the following activities:

  • Prepare proposals to deliver breakthrough science and technology to meet key national needs.

  • Develop detailed project controls plans, statements of work, and other project planning documents.

  • Construct time-phased budgets, work schedules, work breakdown structures, and control account plans.

  • Create project workflows (e.g., Gantt charts, PERT, and CPM network diagrams).

  • Familiarize, learn, and apply knowledge of applicable PNNL policies, procedures, and customer expectations.

  • Work simultaneously on different projects or with multiple customers.

Within this framework, the staff member utilizes effective communication, problem-solving, negotiating, and teamwork skills to identify high-risk issues that could impact a project's success; bring them to management’s attention, and interact with internal and external customers to translate their needs into value-added project controls solutions, products and services. The staff member may simultaneously work with multiple customers or on different projects with increasing complexity, risk, or Laboratory impact.

In addition, the staff member may play a leadership role in the organization by providing training, coaching, and mentoring; developing a sustaining workload; and contributing to or leading special activities. This mid-level position works independently with occasional oversight by more senior staff.

Minimum Qualifications

  • Bachelor's degree and 6+ years of relevant experience or advanced degree and 4+ years of relevant experience.

Preferred Qualifications

  • Preferred Degree Programs: Project Management, Engineering / Engineering Management, Management Information Systems (MIS), Construction Management, or Business/Finance/Accounting.

  • Thorough knowledge of project controls concepts including scheduling and earned value management.

  • Proficient user of project controls applications and tools including Primavera P6 and/or Microsoft Project.

  • Demonstrated organizational, problem-solving, negotiating, and teamwork skills; and good verbal and written communication.

  • Experience with Microsoft Office software products such as Excel, Access, Word, Outlook, and PowerPoint.

  • Knowledge of general business administration; government performance measurement systems; and financial, administrative, and reporting systems.

  • Record of adapting to changes, being creative with solutions, and having a tolerance for ambiguity.

  • Certified Earned Value Professional (EVP) and/or Project management Professional (PMP).

  • Experience and/or coursework in management information systems and databases (e.g. SQL, Access, and Visual Basic).

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
