As a senior member of the PNNL Project Controls Team at Savannah River, the position will be responsible for leading project controls support to high risk and complex projects at the Savannah River Site (SRS) supporting project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements) and in participating in the following activities:
Providing expert level analysis while supporting a federal oversight team and working with other project controls staff.
Demonstrated ability to develop detailed project control plans, statements of work, and other types of planning documents
Demonstrated ability to construct time-phased budgets, work schedules, work breakdown structures, and cost account plans in an integrated earned value environment.
Demonstrated experience working as a member of federal Integrated Project Team (IPT)
Within this framework, the position will play a critical role in promoting, developing, and implementing project controls procedures and systems to support the oversight of certified contractor EVMS.
As a seasoned professional, the position will work independently and often simultaneously on different high-risk or complex issues with NNSA and demonstrate expertise across all project controls core competencies, and transfer knowledge to coworkers and contractor personnel as recommendations. The position will interact directly with the NNSA IPT and contractor personnel to translate needs into value-added project controls solutions, products and services.
In addition, the position will identify high-risk issues that could impact a project's success; bring them to management’s attention and play a role in the organization by providing training, coaching, and mentoring; and contributing to or leading special activities as requested by NNSA.
- Bachelor's degree and 10+ years of relevant experience or advanced degree and 8+ years of relevant experience.
Expert knowledge of project controls concepts including Primavera scheduling, Cobra Cost Processors and DOE Order 413.3b earned value management certification experience.
Skillful user of project controls applications and tools including Primavera P6, Cobra Cost Processor, Excel Spreadsheets, and system integration.
Demonstrated organizational, problem-solving, negotiating, and teamwork skills; and excellent verbal and written communication.
Able to obtain a security clearance, if needed.
Knowledge of general business administration; working knowledge of DOE Order 413.3b; and financial, administrative, and reporting systems.
Record of adapting to changes, being creative with solutions, and having a tolerance for ambiguity.
Certified Earned Value Professional (EVP) and/or Project Management Professional (PMP).
Experience and/or coursework in management information systems and databases (e.g. SQL, Access, and Visual Basic).
Preferred Degree Programs: Engineering, Project Management, Finance, Construction Management, Engineering Management, Accounting.
