Job Description

As a senior member of the Project Controls team you will be responsible for leading project controls support to high risk and complex projects at PNNL supporting project teams in developing, implementing, and maintaining project controls systems (e.g., planning, scheduling, control, reporting, and performance measurement requirements) and in participating in the following activities:

  • Leading project controls for programs with annual business volume of $75-$100 million directing the day-to-day activities of other project controls staff

  • Developing detailed project control plans, statements of work, and other types of planning documents

  • Constructing time-phased budgets, work schedules, work breakdown structures, and cost account plans

  • Creating diagrams of workflow (e.g., Gantt charts, PERT, and CPM network diagrams)

  • Preparing proposals

Within this framework, you will play a critical role in promoting, developing, and implementing project controls procedures and systems throughout the Lab and with external customers.

As a seasoned professional you will work independently and often simultaneously on different high-risk or complex projects with multiple customers and demonstrate expertise across all project controls core competencies; and transfer knowledge to coworkers and internal and external customers. You will interact with internal and external customers to translate their needs into value-added project controls solutions, products and services.

In addition, you will identify high-risk issues that could impact a project's success; bring them to management’s attention and play a leadership role in the organization by providing training, coaching, and mentoring; developing a sustaining workload; and contributing to or leading special activities.

Minimum Qualifications

  • Bachelor's degree and 10+ years of relevant experience or advanced degree and 8+ years of relevant experience

  • Expert knowledge of project controls concepts including scheduling and earned value management

  • Skillful user of project controls applications and tools including Primavera P6 and/or Microsoft Project

  • Demonstrated organizational, problem-solving, negotiating, and teamwork skills; and excellent verbal and written communication

  • Able to obtain a security clearance

Preferred Qualifications

  • Knowledge of general business administration; government performance measurement systems; and financial, administrative, and reporting systems

  • Record of adapting to changes, being creative with solutions, and having a tolerance for ambiguity

  • Certified Earned Value Professional (EVP) and/or Project management Professional (PMP)

  • Experience and/or coursework in management information systems and databases (e.g. SQL, Access, and Visual Basic)

  • Preferred Degree Programs:Management Information Systems (MIS), Operations Management, Project Management, Finance, Construction Management, Engineering Management, Accounting

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
