The Principal Senior Project Manager is responsible to the Project Director for safely delivering assigned projects. Delegated leadership responsibilities include direction, coordination, implementation, execution, control, and closeout of DOE Line Item projects executed per DOE Order 413.3B, including critical decisions (CD-0 through CD-4), while ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources to deliver projects according to plan. Also, responsible to define the project's objectives and oversee quality control throughout its life cycle. The Principal Senior Project Manager:
Provides senior, experienced leadership and management oversight to very large and/or highly complex projects and programs with exceptionally high client and/or Battelle impact and investment.
Responsible for managing extremely complex and high risk multi-year projects or programs, leveraging cross-directorate resources and capabilities, and effectively managing stakeholder interactions.
Provides strategic direction, builds cohesiveness across project and program teams, is responsible for management oversight and resolution of significant issues and/or concerns that may be detrimental to the reputation of PNNL and/or Battelle, and leverages senior-level client relationships to promote business development in close coordination with market sector management.
Recognized as an indisputable expert in the field of disciplined project management, including industry recognition and reputation. Has a demonstrated command for defining long range strategy, defining and sponsoring directional changes in project management policy and implementation, and is recognized as a leading expert in managing complex projects and programs.
The ability to establish advanced sustainable networks across the Laboratory complex, promote effective professional relationships with senior-level clients and influential stakeholders, actively engage with executive level management to advance the discipline of project management, negotiate and resolve matters critical to the success of existing and future projects and business strategy, demonstrate effectiveness in conflict resolution, and be able to retain project/program team commitment and engagement in face of changing and conflicting priorities.
Qualify as Technical Oversight Representative (TOR) for all subcontract levels (TOR-1, TOR-2 and TOR-3). TOR-1 is for goods and services with no hands-on work; TOR-2 is for non-construction hands on work; and TOR-3 is for construction activities. Similar industry terms comparable to TOR include: Buyer’s Technical Representative (BTR) or Subcontract Technical Representative (STR).
Bachelor's degree (preferably in Project Management, Construction Management, Engineering or Business Management) plus 15 years of experience or advanced degree plus 13 or more years of experience in relevant to project management.
Project Management Professional (PMP) certification or demonstrated equivalent.
Recognized and proven track record with DOE Office of Science (DOE SC) or equivalent for leadership in the areas of project management, construction, science management or program management.
Extensive experience with all aspects and execution of projects under the DOE’s Program and Project Management for the Acquisition of Capital Assets, DOE Order 413.3B.
Demonstrated experience developing and managing strong stakeholder/customer relationships.
Demonstrated ability to navigate/work well with strong personalities at all levels of the organization – from peers to Director level.
Strong networks in DOE construction communities of practice, including, the DOE SC Project Management communities.
Experience with various contracting methods for delivering facility or large utility construction projects.
Extensive working knowledge of project management including initiating, planning, executing, controlling, and closing projects.
Project portfolio experience which includes, congressional line item projects.
Project experience on General Plant Projects (GPP), Institutional General Plant Projects (IGPP), and DOE Program funded and expense projects.
Demonstrated ability to develop innovative solutions to customer and DOE challenges, drawing on the full resources available.
Participates as a senior-level manager to lead initiatives and/or special activities.
Graduate of DOE Project Leadership Institute (PLI).
