The Portfolio Manager operates at the intersection of the Business, Users, and Technology to iteratively deliver capabilities that achieve the organizational outcomes for the Human Resources and Performance Management Directorates or the Business Services Directorate.
The Portfolio Manager works closely with their Directorate partners to gain a deep understanding of their domain and collaborates closely with a variety of stakeholders to develop strategic Roadmaps, Performance Metrics, and Investment Proposals. They are responsible for articulating and translating the overall Directorate vision into strategy and the tactics to make it reality.

Your key responsibilities and accountabilities include:
Partner closely with key stakeholders to develop a clear understanding of Directorate strategy
Serve as the primary point of contact between IT and the Directorates around the overall Directorate portfolio
Develop a deep understanding of the technology landscape associated with the Directorate capabilities
Engage with users across the organization to ensure user experience is simple and intuitive
Create and manage a rolling roadmap of Business and Technical outcomes
Create investment proposals necessary to implement the strategy
Provide ongoing Performance Metrics around delivery and the health of aligned Business Systems
Create and manage the Digital Blueprint(s) associated with the aligned Directorate(s)
Engage with Teams to ensure completed work meets the needs of stakeholders
Work with key stakeholders to define minimum viable product (MVP) for delivery
Define metrics (KPIs/OKRs) to assess the performance of the strategy
Work closely with Project Managers and Team Leads on planning and budgeting
Collaborate with other Portfolio Managers to share opportunities and learnings
Established local reputation within the information technology PNNL community and establishing national reputation through conferences, national societies and/or professional organizations.
Expert in at least one information technology domain with the ability to integrate multiple domains.
May be consulted by other laboratories or sponsors for Information Technology expertise
- BS/BA with 7 years of experience, or MS/MA with 5 years of experience, or PhD with 3 years of experience
Deep understanding of Agile and its various implementations (Scrum, Kanban, etc.)
5+ years working with business partners to shape strategy and requirements
5+ years in an IT Engineering role, e.g., Software Engineer, Infrastructure & Operations, etc.
5+ years acting in a Product Owner, Program/Project Manager, Systems Analyst, Team Lead, or similar role
Experience in transforming teams and organizations to new methodologies and mindsets
Experience with implementing ERP solutions
Familiarity human resources, organizational performance, or finance organizations/technology landscape a plus
