The Portfolio Manager operates at the intersection of the Business, Users, and Technology to iteratively deliver meaningful outcomes for the Operations Systems Directorate (OSD). The Portfolio Manager works closely with their organizational partners to gain a deep understanding of their domain and collaborates with a variety of stakeholders to develop a Vision, Roadmaps, Performance Metrics, and Investment Proposals. They are responsible for articulating and translating the overall Directorate vision into the strategy to make it a reality.

Your key responsibilities and accountabilities include:
Partner with key organizational stakeholders to create an iterative strategy based an understanding of the current state and future vision
Serve as the primary point of contact between IT and the OSD Directorate on strategy
Develop a deep understanding of the technology landscape for the OSD Directorate capabilities
Engage with users across the organization to ensure user experience is simple and intuitive
Create the investment proposals necessary to implement the strategy
Prioritize and manage a rolling roadmap of meaningful outcomes
Work with key stakeholders to define minimum viable product (MVP) for delivery
Define metrics (KPIs/OKRs) to assess the performance of the strategy
Engage with agile teams to ensure investments meets the needs of stakeholders
Work closely with Project Managers and Team Leads on planning and budgeting
Collaborate with other Portfolio Managers to collaborate and share learnings
The hiring level will be determined based on the education, experience, and skill set of the successful candidate based on the following:
Level 3: Developing and optimizing capabilities at the division level. Developing external reputation. Building effective project teams with membership across a group, S&E domain and/or directorate. Makes key contributions in setting technical direction. Supports scoping, scheduling, and budgeting at a project or major task level. Generates new ideas for proposals and business development opportunities while leading development of technical section of small to medium proposal.
Level 4: Proven track record of peer review publications and participation in events as an invited speaker, along with attracting new work and successfully bringing funds to the lab. Experience managing diverse teams of people. Ability to manage business situations and influence positive outcomes. A background to lead the program to be view favorably and will work with an interdisciplinary team of scientists and engineers to manage and grow a biogeochemistry program, building on the facilities and expertise that already exist at PNNL. Develops, and realizes new significant project opportunities, leading the development of technical sections of large proposals. Takes lead in scope, schedule, and budget for projects or large tasks Demonstrates ability to acquire funding for self and task level teams. Serves as a role model for quality, safety, and security. May contribute to directorate level operational improvement activities
BS/BA with 5 years of experience; A minimum of 13 years of relevant work experience may be considered in lieu of the required degree
MS/MA with 3 years of experience
PhD with 1 years of experience
BS/BA with 7 years of experience.
MS/MA with 5 years of experience
PhD with 3 years of experience
5+ years working with business partners to shape strategy and requirements
3+ years acting in a Product Owner, Program/Project Manager, Systems Analyst, Team Lead, or similar role
Deep understanding of Agile and its various implementations (Scrum, Kanban, etc.)
Experience in a technical role or working with technical teams with knowledge of modern technologies
Ability to provide leadership and influence with partners and users
Experience with Design Thinking, Journey Mapping, and User Experience a plus
