The primary role of the Energy and Environment Directorate (EED) Operations Office is to integrate operational capabilities, requirements, and solutions across EED and the Support Organizations to enable and enhance effective and efficient project execution in support of the EED mission. This position:
Integrates operational capabilities, requirements, and solutions across Research and Support Organizations to enable and enhance safe, effective and efficient project execution in support of the Lab’s mission.
Maintains situational awareness of both operational needs and emerging regulatory requirements, providing analysis of options and recommendations to mitigate exposure to operational risk and reduce the frequency of operational upset conditions.
During upset conditions, assists management in the identification and implementation of immediate actions. This may include leading or participating in critiques, accident investigation, participating in causal analyses, and identifying and managing corrective actions and lessons learned.
Evaluates the need for and provides necessary Subject Matter Expert (SME) support to line management, staff, and Project Management Offices to assist with project planning, assessment activities and risk identification and mitigation.
Supports day-to-day work being conducted in research and operations spaces including planning for contractors, crafts personnel, and/or visiting researchers as well as the utilization of equipment, systems, and capabilities within their assigned spaces.
Conduct risk reviews in the Electronic Prep & Risk system – reviews safety questions with Project Managers and approves operations risk
Provide oversight to Lab Assist and Integrated Operations activities (activity planning, assessments, routine operating envelopes, hazard analysis)
Represent EED management for lab space related issues, including overseeing equipment and project start ups
Communicate R&D needs to SMEs (EHSS) and Facilities, Infrastructure & Operations staff (building managers and engineers)
Mitigate the impact to R&D activities during outages, facility modifications, etc.
Interface with Facilities staff and SMEs to assure appropriate lab modifications and other needed facility changes to support operational needs are completed and meet R&D needs
Provide Division Directors, Group Leaders, and Team Leaders with information necessary to determine lab space strategy
The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following:
Operations Specialist level 4:
Identifies issues and recommends and implements solutions. Exercises judgment in selecting operational approaches and
resolution of issues. Interacts with directorate staff and management to provide broad operational guidance and support.
Functions as an inter-disciplinary operational lead and gives operational direction to other exempt and/or nonexempt staff.
Works independently, has growing responsibility, no oversight required. Conducts mentoring and training activities for staff.
Fosters collaboration and grows the skills of others.
Operations Specialist level 5:
Identifies issues, develops solutions, and manages implementation of PNNL-wide projects. Exercises judgment in operational and performance assurance methods, techniques and evaluation criteria for obtaining results. Demonstrates the ability to build consensus by articulating the strategic alignment of the organization. Functions as an operational lead and gives operational direction to other exempt and/or nonexempt staff. Provides oversight of other staff. Inspires commitment and grows the skills of others.
Bachelor’s degree (science preferred) and 8+ years of relevant experience or advanced degree and 6+ years of relevant experience.
Bachelor's degree (science preferred) and 10+ years of relevant experience or advanced degree and 8+ years of relevant experience.
Able to productively and proactively network to build good working relationships across the Laboratory
Experience with relevant PNNL systems and processes (e.g., EPR/IOPS/Lab Assist)
Experience with lab and facility readiness
Demonstrated ability to work with a variety of roles (craft, scientist, building management, engineer, line management)
Excellent communications skills
