The Radiochemical Processing Laboratory Manager is responsible for providing leadership and direction for all aspects of nuclear operations in the 325 Radiochemical Processing Laboratory, a Category II DOE nuclear facility. This includes facility operations, hot cell operations, and oversight for the RPL safety basis. Responsible and accountable for all business and operations within the facility, including compliance with Federal and State regulations and DOE Orders. Responsible for establishing operational policies and implementing procedures for conduct of both F&O and R&D work performed in RPL. Staff include engineers, technicians, specialists, team leads and bargaining unit members to maintain mission ready facilities. Assure the team completes activities safely on schedule, within budget, and quality requirements, in accordance with procedures and customer expectations. Responsible for maintaining positive relationships with regulators. Maintain strong linkages with facilities management, occupants, and other functional organizations. Knowledge of project management, work control, plant operations, and environmental, safety and health policies and procedures are required. Demonstrated ability to motivate, guide, direct and manage skilled union labor. Experience managing bargaining unit staff and contracts, handling sensitive personal matters and problems of a complex technical nature.
The incumbent will:
Lead the safe, compliant, and effective operations and research support at RPL
Develop and Maintain positive relationships with regulatory agencies.
Establish strategic plans and objectives for the facility
Plan, schedule, assign and maintain a work schedule to ensure customer needs are being met.
Identify, recommend, and implement opportunities for improvement
Acquire services, supplies, equipment, and materials to ensure efficient operations.
Bachelor's degree and 12+ years of relevant experience. Advanced degree and 10+ years of relevant experience.
Demonstrated experience in the nuclear facility operations to include a working knowledge of Department of Energy (DOE) Orders DOE O 422.1, “Conduct of Operations,” 10 CFR 830 Sub Parts A and B, DOE O 425.1D, “Verification of Readiness to Startup or Restart Nuclear Facilities,” DOE O 420.1C, “Facility Safety,” and DOE Standard DOE-STD-1073, Configuration Management.”
Demonstrated ability to motivate, guide, direct, and manage a diverse organization.
Strong, proven interpersonal skills (including conflict management and team building skills).
Demonstrated capability to establish effective working relationships with diverse occupant organizations.
Ability to be forward thinking and address complex issues from both tactical and strategic perspectives.
Knowledge of project management, work control, PNNL operations, training, environmental, safety and health policies and procedures.
Experience as a member of an Emergency Response Organization.
Demonstrated experience managing in a bargaining unit environment; demonstrated judgment handling sensitive personal matters and problems of a complex, technical nature.

Position will be required to qualify under DOE O 426 nuclear training program requirements
This position requires the ability to obtain and maintain a federal security clearance.
Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
