Job Description

  • Accountable for planning, budgeting and implementation of the processes, resources, and compliment of staff (including 20-25 bargaining unit) necessary for efficient scope delivery. Ensures all work is prioritized, scheduled and performed in a manner that meets laboratory policies and contractual requirements.

  • Function as the Laboratory’s Energy Program Manager providing organizational and technical leadership for the Laboratory’s overall sustainability operations and lead efforts in development of the strategy supporting the energy program, sustainability, and operation of building systems including:

  • Optimization of facility energy usage;

  • Champion investments that improve the Laboratory technical capabilities as it relates to energy and water management;

  • Integration of DOE sustainability goals into the Laboratory’s Environmental Management System (EMS); and

  • Steward the alternative financed Utility Energy Saving Contract project.

  • Create, maintain and execute the strategic vision, including integration, for the Building Operations Control Center (BOCC), Facility Management and Control System (FMCS) building automation system, and Power Operator actions which fully support a SMART 3 operating model and enabling execution of the sustainability and facility management program requirements.

  • Responsible as the Information System Owner and configuration management of the building automation Facility Management and Control System (FMCS).

  • Lead the development, evaluation and delivery of contractual deliverables including the PNNL Site Sustainability Plan, Consolidated Energy Data Report (Dashboard), Energy Independence and Security Act re-commissioning program, renewable energy certificate procurement, utility incentive rebate program, laboratory utility budget and payment program and ensure objectives are well communicated to all PNNL staff and management.

  • Required to function with a high level of autonomy to provide leadership for staff at a wide variety of levels including bargaining unit, technical, engineering, professional, and management.

  • Budgetary spans of control may be up to >$5 Million.

  • Routinely interacts with senior management, customer, and executive levels.

  • Coordinates with internal departments in identifying and implementing continuous improvement projects.

Minimum Qualifications

  • Bachelor's degree in engineering, science or other related discipline plus 8+ years of relevant experience; OR, a Master's degree plus 6+ years of relevant experience.

  • Proven track record of successfully establishing operational objectives and determining how to utilize resources to best meet schedules and goals.

  • Demonstrated experience in successfully working on complex issues where analysis of situations or data requires an evaluation of a variety of factors including an understanding of energy/utility trends.

  • Familiarity with DOE energy management requirements.

Preferred Qualifications

  • Certified Energy Manager (CEM) through the association of energy engineers (AEE).

  • Proven ability to develop and translate a strategy into implementable actions.

  • Demonstrated experience in successfully developing/implementing building automation and SMART 3 concepts.

  • Strong communication skills with the ability to effectively interface with staff at all levels within the organization.

  • U.S.A. citizenship with the ability to obtain a DOE security clearance
