Job Description

This position is responsible for the leadership, management and administration of the Safeguards and Security (SAS) Physical Security and Material Control & Accountability (MC&A) Group. Manages assigned resources, asset and budget to ensure operating procedures and staff are adequate and able to carry out the business focus to maintain compliance and workforce capability/development. Additional duties include:

  • Manages the assigned topical area/program(s) that has increasing levels of complexity, including cross-directorate engagement, and involves medium to high risk and/or strategic business impact to PNNL.

  • Incorporates the use of project management tools and provides leadership and direction to their assigned group.

  • Is accountable to the SAS Division Manager and works as a contributor on assigned programs and coordinates/interacts closely with other SASD groups to address execution issues and mitigate project/program risk.

  • Is accountable to assigned staff for line management and staff development activities and responsible for leadership and management of their assigned group (staff) and programs to execute effective, compliant programs in accordance with internal and external client expectations.

  • Assigned the development and implementation of the Physical Security and MC&A Programs and protection strategy, including Access Control, Barriers, Intrusion Detection Systems, Secure Storage, Security Areas and Assets, MC&A Accounting, Nuclear Material (NM) Measurements, NM Management, NM Control; associated staff, programmatic requirements and program asset/budget responsibility.

  • Establishes and maintains liaison relationships by networking with PNNL management and staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals.

Minimum Qualifications

  • A Bachelor’s degree with 10+ years of relevant experience; or an advanced degree with 8+ years of relevant experience.

  • Possesses related line management experience including initiating, planning, executing, controlling and closing processes as well as effective staff management and development skills. Ability to successfully communicate, integrate and collaborate with internal staff, stakeholders and external customers and effectively guide and mentor staff.

Preferred Qualifications

  • Has a solid technical background in the assigned programs, and the ability to identify and manage issues before they become detrimental to the success of the programs or peripheral programs. Can effectively interact or represent PNNL’s capabilities to senior management, key clients and stakeholders.

  • Possesses a comprehensive understanding of effective project management practices and principles and demonstrates proficiency in applying a disciplined approach to project management.

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
