Job Description

PNNL seeks a Human Resources Information Systems (HRIS) Manager who inspires, motivates and coaches the HRIS team. We are a dynamic team responsible for data and records management. We align business needs and regulatory requirements to handle employment data and documents, process complex data updates and ad hoc reports, and maintain file storage. We are change advocates and passionate about the employee experience. We work closely with HR, Finance, and IT teams to update and maintain the human capital management systems and facilitate change management by understanding impacts to people as well as systems that consume HR data.

This position reports directly to the HR Information and Services Manager. The HRIS Manager provides technical expertise and ongoing operational support for HR Systems and is responsible for ensuring the HRIS team is meeting the needs of our customers.

Job Duties

  • Lead, mentor, and supervise a team of HRIS Analysts; provide coaching and training, and support career development.

  • Manage HRIS workload; manage team intake process, assignments, tracking projects/tasks and look for streamlining opportunities while ensuring deadlines are met.

  • Assist with planning for HR technology roadmap and long-term strategy.

  • Oversees the specification, development and implementation of new or redesigned systems, reports and policies and procedures for internal use.

  • Manages relationships with software and hardware vendors and ensures the development of proper training and documentation for system use and maintenance.

  • Analyze HR and cross-departmental/divisional business and system processes and recommend improvements to meet business needs.

  • Identify and clarify business requirements, create functional specifications and configure to meet business objectives.

  • Ensure compliance with Federal, State and local rules, laws and regulations with respect to maintaining & archiving employee personnel records.

  • Analyze data and formulate metrics to proactively identify trends and issues and facilitate improvements that benefit the human resources organization, customers, and PNNL.

  • Demonstrated HRIS business analysis experience including the creation of functional requirements, testing, and implementation of technical solutions

  • Ability to maintain confidentiality and demonstrate discretion in handling sensitive information and data

  • Ability to supervise and develop multiple people to meet product/project goals

  • Strong writing, documentation, and speaking skills, with the ability to communicate ideas in both technical and user-friendly language

Minimum Qualifications

  • Bachelor's degree and 8+ years of relevant experience or Master's degree and 6 years of relevant experience. Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.

Preferred Qualifications

  • Degree in Human Resources, HR Analytics, Management Information Systems, Information Technology or other business-related field of study.

  • Systems implementation experience

  • Participation in a full life cycle HRIS implementation as an HR technical resource is preferred

  • SQL and Excel experience
