Job Description

The Global Nuclear Science and Technology group within PNNL is looking for an entry level intelligence analyst with experience in global security, nuclear non-proliferation, intelligence studies, analytic tradecraft standards or other related disciplines. The position provides intelligence analysis support for DOE/IN and other organizations of the Intelligence Community (IC).

Discipline, principal job duties/expectations, and qualitative and quantitative measures of performance that exceed the Functional Descriptor:

  • Collaborate with domain expert staff and other analysts to address nuclear and national security-related issues.

  • Communicate findings in verbal, written, and presentation forms in accordance with the Intelligence Community tradecraft standards

  • Gather, analyze, and evaluate information from a variety of sources, and provide technical interpretation, resulting in published products.

Minimum Qualifications

  • Bachelor’s degree and 0-2 years relevant experience or a minimum of 8 years relevant experience may be considered in lieu of the required degree inclusive of 1 year of experience specifically relevant to collecting, processing, or analyzing information for the purpose of generating analytic products.

Preferred Qualifications

  • Entry level knowledge of the nuclear fuel cycle or nuclear proliferation technologies

  • Demonstrated ability work with a diverse set of project personnel to accomplish a goal and gather input/deliverables from staff with no direct authority over them.

  • Demonstrated ability and willingness to perform as a team member on multiple projects simultaneously, prioritize committments and work effectively in a fast-paced, dynamic team environment with high expectations for quality. May work on discrete pieces of larger projects or simultaneously with different customers or on different projects of increased complexity, risk or impact.

  • Strong initiative. Demonstrates entrepreneurial and `can-do' spirit. Highly flexible; ability to understand issues from multiple points of view, but also possess a bias toward action with an ability to follow through on implementation.

  • Strong problem solving ability utilizing novel tools, techniques and methods to answer challenging mission critical questions.

  • This position will be expected to work with non-sensitive, sensitive, and classified information as appropriate for individual projects and the incumbent must demonstrate an ability to manage sensitive business situations and influence positive outcomes.

  • The incumbent will be required to network within the Group and across PNNL’s National Security Directorate.

  • 1 year of specific, related work experience and 4 years of relevant professional experience

  • Possession of an active DOE Q clearance with an SCI

  • Demonstrated ability to write or contribute directly to analytical products for a variety of audiences.

  • Professional experience that may include: security or intelligence analysis (structured analytic techniques, open source intelligence, etc.), information research and retrieval (precision and recall), and information organization of large structured or semi-structured datasets (information visualization, taxonomies, metadata, indexing, repositories).

  • Experience with information release procedures

  • Experience in U.S. Government intelligence or U.S. Military intelligence

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
