The Human Resources Directorate seeks a highly motivated and dedicated individual work within a team of three HR Immigration and Visiting Research program consultants to provide support to Pacific Northwest National Laboratory’s Immigration and Visiting Researcher Program. Candidate will report to the Benefits, Relocation and I&VR Manager
Candidate will oversee immigration programs and assists foreign national candidates and/or current staff members with immigration procedures. They will be a point-of-contact for national and international visitors and PNNL staff responding to multifaceted inquiries and requests with minimal supervision from management with tact, discretion, and a customer-focused approach. Frequently interacts with hiring managers, mentors/hosts, administrators, business office staff, legal staff and other departments throughout the Laboratory. Interact with Department of Energy (DOE), U.S. Department of State, other national laboratories, universities, and other scientific institutions.
Candidate will serve as subject matter expert in all aspects of employment-based immigration laws and regulations, ensures all immigration paperwork, including immigration applications and visas are completed accurately and in a timely manner. May be responsible for compliance with all applicable rules and regulations. Provides relevant support services for foreign national staff members in achieving legal status in the United States; promoting intercultural understanding and knowledge about citizenship and Immigration Services (CIS), Department of State (DOS) and Department of Labor (DOL). Works with outside Immigration counsel to prepare petitions and correspondence for submission to various government agencies.
Candidate will support all aspects of Visiting Researchers, i.e. employee and DOE requests to bring visitors to PNNL , placement, compliance, reimbursements, immigration processes, enrichment activities, and communications. Activities include advising employees and managers on policy and processes.
This person will maintain Human Resources files and processes. Initiate, track, and follow through with all aspects of the visitor processes to include the following duties
Managing the pool of potential visitors coming to the Lab.
Provide oversight to the maintenance of detailed visitor records
Generate written materials and reports as needed to support visitor process
Become knowledgeable on PNNL accounting processes related to travel and reimbursements for non-employee
Assist with Foreign National processes related to immigration visas and the Foreign Visitors and Assignment records for visitor research engagements.
The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following:

Recognized as a Site-Matter-Expert in the space; Regularly identifies improvement/efficiency opportunities. May function as a project lead and give direction to other exempt and/or nonexempt staff. Becoming skilled at working cross - functionally to understand problems and to develop and implement solutions. Works independently with little oversight required; Seeks out collaborative opportunities.
Bachelor's degree and 0-3+ years of relevant experience, or advanced degree. Working towards certification or license.
Advanced experience using MS Office Suite including Outlook, Word, Excel, and SharePoint and proficiency with standard office equipment
Effective time management skills, including the ability to manage conflicting priorities and deadlines
Strong written and verbal communication skills
Strong interpersonal skills with the ability to positively interact with, advise, and maintain working relationships with a wide variety of individuals including staff, non-staff, managers, and clients
Ability to work well in teams as well as independently exercise sound judgment
Demonstrated ability to resolve problems and identify areas for improvement
Experience in Human Resources, Immigration, or Education Program Management or related fields
Bachelor's degree and 6+ years of relevant experience. Advanced degree and 4+ years of relevant experience. Professional license and/or certification may be preferred.
