The Group Leader (GL) has responsibility for stewarding the capabilities Distributed Systems group (DS), comprised of approximately 60 research and support staff working in the areas of electrical grid modeling and analysis; distribution system architecture; valuation analysis of distributed resources; renewable system integration; and resilient operation of Federal facilities. DS is made up of five teams of 8-12 staff each, organized into capability-based units. The Distributed Systems group is focused on designing, testing, and applying edge solutions to enhance the resiliency and efficiency of our Nation’s infrastructure and of distributed sites that rely on that infrastructure, while paving the way for integrating large numbers of devices into a holistic energy system.
The GL is accountable to the Director of the Electricity Infrastructure and Buildings Division for overall capability stewardship, including strategy development and implementation, staffing plans, facility and equipment refreshment, operational discipline, workplace culture and external recognition of individuals and teams within group.
Responsibilities and Accountabilities:
The GL is expected to be a technical expert in at least one of the technical fields represented in the group: tools and techniques to realize a “smarter grid”; integration of renewables with the grid; distribution systems; flexible distributed energy resource technology analysis; and integration of renewable systems with facilities/sites.
The GL’s primary responsibilities include:
Providing high-level technical vision for the group
Broadly representing the collective capabilities of the Group and the Division
Defining and executing internal and external engagement and recognition strategies at group level
Developing new capability and improvement agendas that impact the Division and Directorate
Developing leadership among Team Leads and high-potential staff
Translating Directorate and Division strategy into actions
Providing career development coaching, mentoring, and feedback to team leads and other direct reports
Ensuring effective communication up and down the Organization
Developing and executing workforce and talent management plans, including addressing staffing needs, retention, and hiring plans
Conducting salary management for the Group
Creating and sustaining a collaborative, diverse, and inclusive work environment
Overseeing staff performance evaluation and final rating
Assuring a strong safe, secure, and compliant culture
Advancing Group capabilities through engagement in business development activities
- Bachelor’s degree or equivalent in engineering, physical sciences, or economics and 10 or more years of progressively responsible leadership experience and experience managing complex assignments. An advanced degree with 8 or more years of experience is preferred.
Professional Expertise: An in-depth understanding of electrical grid modeling, distribution system architecture, valuation analysis of distributed resources, and/or renewable system integration to the grid and building systems.
Work-related Experience: Recognized successful performance as a senior scientist, engineer, project manager, and/or line manager. This includes client relationship management. Supervisory or line-management experience and direct responsibility for capability stewardship for a technical working group is preferred.
Breadth of Relevant Specialized Knowledge and Skills: Demonstrated leadership skills to perform each essential duty are required. Strong, proven interpersonal communications, oral and written, problem solving and human relations skills are also needed to communicate well with internal staff and to succeed at group goals and objectives.
