Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported.
Responsible for providing technical expertise, analysis to analyze and evaluate information from a variety of sources. Anticipates internal and or external business challenges, sponsor and/or regulatory issues; recommends process or service improvements. Identifies and solves unique and complex problems that have a broad impact on the Laboratory.
Evaluate information to determine a recommended course of action. Apply and interpret theories, principles, methods, tools, and technologies within an area of specialty. Ability to create solutions to complex problems that may require adaptation of policy and practice.
Independent contributor with extensive experience in specialized field. Widely known for knowledge and expertise. Identifies and makes recommendations to resolve high risk issues.Cost Accounting Standards (CAS) analysis and interpretation. Including the abilities to research requirements, provide and sell interpretations of CAS to PNSO/ORO and provide training to PNNL staff.
Research Contract compliance. Ability to confirm compliance with accounting and financial requirements: PNNL Contract, DOE FAR & legal requirements as they relate to business & accounting. Including evaluation and formation of alternative recommendations with PNNL risk parameters and tolerance limits.
Ability to proactively identify and address risk in real time based changing requirements, external audits, economic, and other relevant trends or events. Risk based balancing of internal controls: Guides and informs management processes so as to reduce risk associated with business operations.
Serve as the Management and Operating Program Manager for the Budgeting, Cost Estimating & Pricing program and Funding and Billing program.Independent Assessment: independently conduct assessment, as well as lead, guide and assist in review and improvement initiatives.Perform four independent reviews annually.
Provide compliance and risk perspective on accounting changes and updates.
- Bachelors Degree and 10+ years of relevant experience or Advanced Degree and 8+ years of relevant experience.
Professional License and/or certification may be preferred.
Typical related experience should include initiating, planning, executing, controlling, and closing processes. Bachelor’s Degree in Accounting, Finance or related business field. MBA, CPA or equivalent
