Job Description

This position is responsible for providing business and financial advice and services to Business Services Directorate (BSD) This position has subject matter expertise related to Laboratory indirect resources, the annual business planning process, and the lab indirect budget software (Indirect Funds Management) Key duties performed by this position include financial reporting, training business office staff on IFM, QA’ing planning submissions, and producing planning products to be used in Executive Committee (EC) decision meetings. In addition, this position is responsible for pulling together a large portion of the Laboratory Operating Budget Book. This position is also responsible for working with BSD management to hire, train, and mentor the business interns that are hired annually.

  • Independent analysis and interpretation of information requested from a variety of internal and external sources in order to respond to business and financial requirements

  • Monitoring and analyzing laboratory overhead budgets ($230M) including preparation of monthly budget versus actual performance, spend plan analysis and reporting and interface with relevant Business Offices

  • Creates and maintains indirect authorized amounts using Indirect Funds Management (IFM) for indirect projects managed in Oracle Fusion Project Portfolio Management (PPM)

  • Administrative responsabilities related ot the Lab’s Proposal Pricing System (PPS), including training delivery, data testing and serving as first point of contact for user system issues

  • Complete large portions of the Budget Book which is the official historical record of the fiscal year actual costs and Plan year budgets for the Laboratory

  • Preparation of Laboratory general ledger account reconciliations for performance fee

  • Provides reporting and analysis support to the Budgeting, Pricing, and Cost Estimating M&O Program

  • Intern program coordination including recruiting, interviewing, and mentoring

Minimum Qualifications

  • Bachelor's degree and 0-2 years of relevant experience

Preferred Qualifications

  • Bachelor's degree in Accounting, Finance, or Business Administration preferred

  • Education and experience should demonstrate:

  • Strong analytical skills

  • Ability to think strategically, develop and execute processes, and modify them based upon changing conditions

  • Demonstrate interpersonal skills, including teamwork, facilitation and communication

  • Excellent written and verbal communication skills, basic relationship management skills

  • High degree of initiative, dependability and ability to work with moderate supervision
