Job Description

Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported.

  • Serves as a consultant to management on financial strategies to achieve organizational and lab level vision

  • Develops annual budgets and projections for key organization performance metrics including overhead budgets, FTEs, and pool recovery. Submits rate calculations and annual budgets for business and strategic planning to the cognizant Business Manager for approval

  • Develops and analyzes financial forecasts and trends; evaluates financial status of direct and indirect budgets as well as overhead recoveries; issues summary reports; makes recommendations for corrective actions if necessary

  • Conducts monthly reviews of overhead costs and recoveries and FTE performance; provides documentation for rate revisions and adjustments of budgets. Presents overall impacts and recommendation of potential options/alternatives for management approval

  • Ensures financial transactions comply with accounting policies and practices by conducting financial reviews and approval of appropriate source documents.

  • Provides guidance/training for M&O staff on financial policies and procedures, appropriateness of costs, and proper charging guidelines; communicates changes in accounting procedures

  • Leads the Business Office portion of the annual Field Work Proposal (FWP) call for proposals with the Office of Science

  • Performs special projects as assigned by Laboratory and BSD management

Finance and Accounting Professional 3:

Develops solutions to complex problems which require the regular use of ingenuity and creativity. Identifies opportunities and risks and makes recommendations affecting organizational objectives. Recognized by peers as competent in area of expertise. Uses skills as a seasoned professional with complete financial and accounting principles, theories, and concepts in the field. Provides some leadership within department. Monitors changes in regulatory environment and responds appropriately. Thoroughly evaluates PNNL practices in light of related regulations and advises management accordingly. Manages projects of limited scope. Demonstrates good judgment in selecting financial and accounting methods and techniques for obtaining solutions

Finance and Accounting Professional 4:

Demonstrates leadership by translating strategy into specific goals and objectives. Works on unusually complex problems and provides solutions which are highly innovative and ingenious. Identifies opportunities and risks and makes recommendations affecting organizational or Lab strategy. Recognized by managers and peers as competent. Having wide-ranging experience, uses professional financial and accounting concepts and organizational objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management systems. Ensures an effective system of internal controls exists for assigned operations. Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting financial and accounting methods, techniques and evaluation criteria for obtaining results.

Minimum Qualifications

  • Bachelor's degree and 6+ years of relevant experience. Advanced degree and 4+ years of relevant experience

Preferred Qualifications

  • Bachelor’s degree in Accounting, Finance, or Business Administration

  • Bachelor’s degree and 8+ years of relevant experience. Advanced degree and 6+ years of relevant experience

  • Knowledge of PNNL financial/accounting systems and software programs

  • Knowledge of FAR, DEAR, Cost Accounting Standards and PNNL Charging Guidelines preferred
