Job Description

  • Responsible for performing professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Responsible for adherence to and communication of business policies and procedures, including training and interpretation for the various organizations supported.

  • Implements Accounting Practice Changes by performing system configutations and tests/validates cost is computing correctly.

  • Completes general leger reconciliations.

  • Implements, test, and validates labor and rate retros.

  • Recommends and implements accounting system enhancements to meet business needs and regulatory changes.

  • Creates or approves manual accounting entries.

  • Reviews weekly cost processing and reports.

Supporting Groups:

General Accounting

  • Cost Accounting : performs professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Includes systems and process development to improve business practices.

  • STARS Reporting: performs professional financial/accounting activities control, analysis and development of complex financial/accounting records, reports and systems. Completes and submits DOE/Corporate reporting while providing audit support to the orginization.

  • Property Accounting: performs professional financial/accounting activities including the maintenance, control, analysis and development of complex financial/accounting records, reports and systems. Focus on accounting for inventory, and capital assets. Provides oversight of the Property Determination process and capital/expense cost treatment. Provides business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices. Includes systems and process development to improve business practices.

The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following:

Finance Professional – Level 3

  • Recognized by peers as competent in area of expertise. Uses skills as a seasoned professional with complete financial and accounting principles, theories, and concepts in the field. Provides some leadership within department. Monitors changes in regulatory environment and responds appropriately. Thoroughly evaluates PNNL practices in light of related regulations and advises management accordingly. Works independently with little oversight required.

  • Develops solutions to complex problems which require the regular use of ingenuity and creativity. Identifies opportunities and risks and makes recommendations affecting organizational objectives.

  • Manages projects of limited scope. Demonstrates good judgment in selecting financial and accounting methods and techniques for obtaining solutions.

  • Interacts with senior internal and external personnel. May function as a lead and give direction to other exempt and/or nonexempt staff. Mentors and motivate team members and utilize their areas of strength.

  • Works independently with little oversight required. Provides mentoring and training for Laboratory staff. Seeks out collaborative opportunities.

Finance Professional – Level 4

  • Demonstrates leadership by translating strategy into specific goals and objectives. Works on unusually complex problems and provide solutions which are highly innovative and ingenious. Identifies opportunities and risks and makes recommendations affecting organizational or Lab strategy.

  • Recognized for competency and wide-ranging experience. Uses professional financial accounting concepts and organizational objectives to resolve complex issues in creative and effective ways. Balances long-term strategic goals with short-term priorities, and networks across management systems. Ensures effective internal controls for assigned operations.

  • Exercises judgement in selecting financial and accounting methods and techniques, and evaluation criteria for obtaining results.

  • Interacts internally and externally related to plans, deliverables and objectives.

  • Conducts mentoring and training and may function as team lead or give direction to other staff.

Minimum Qualifications

  • Bachelor's degree and 6+ years of relevant experience. Advanced degree and 4+ years of relevant experience.

Preferred Qualifications

  • Bachelor’s degree and 8+ years of relevant experience. Advanced degree and 6+years of relevant experience.

  • Professional license and/or certification may be preferred.

  • Bachelor's degree in Finance, Accounting, MIS or a related business field

  • Working knowledge of financial accounting and reporting systems, general accounting practices, and strong analytical, process development and communication skills are required.

  • A high degree of knowledge of Microsoft Access and Excel is a requirement.

  • Assignments may be wide in scope requiring a broad background of experience or independent action and a high degree of initiative to resolve issues.

  • Has substantial understanding of the job and applies knowledge and skills to complete a wide range of tasks.

  • Skilled in the use of basic financial and accounting systems and software.

  • Proficient in Microsoft Office Suite.
