Job Description

PNNL’s Operational Systems Directorate (OSD) provides essential support and customer service to the Research Science and Technology Directorates within the US Department of Energy’s missions of scientific discovery, sustainable energy, and national security. This position will support environmental compliance review of research proposals and work with research staff to assist with necessary environmental consultations, permits, and laboratory procedures for compliance with environmental regulations. This position will coordinate closely with project managers and researchers, become a part of the Environmental Compliance Representatives (ECR) team, and work with Environmental Research Permitting, Biological Resources, Cultural Resources, and NEPA program subject matter expert (SME) leads to assist with environmental compliance and regulatory requirements on behalf of PNNL and the Department of Energy. This position will require regulatory and compliance training and active communication and collaboration with staff at the PNNL campuses.

The staff member will:

  • Serve as the directorate point of contact for environmental issues to ensure facility and project compliance with environmental statutes, regulations, and policies.

  • Provide high quality technical information to project and line management and be an active participant in the broader environmental mission of the Laboratory

  • Execute strong organizational and time-management skills necessary for managing a diverse portfolio of tasks and projects.

  • May serve a dual role as a subject matter expert (SME) in an Environmental focus area (e.g. USDA, RCRA; ISO 14001 EMS; EPCRA etc.) developing policy, procedures and tools to implement external regulatory requirements.

  • Review research proposals and assign NEPA coverage and assist Project Managers and/or Principal Investigators with coordination of additional environmental reviews, consultations, and/or permitting as warranted.

  • Assist research and facility staff with laboratory compliance for waste, effluents, and chemical, radiological, and biological materials management.

  • Conduct periodic laboratory and field assessments for process and regulatory compliance and assist with compliance inspections and lab-level environmental assessments.

  • Serve as a point of contact for interface and coordination with external regulatory agencies in obtaining permits and in ensuring compliance for research activities.

  • Support the Environmental Research Permitting SME with documentation of project permitting requests, coordination with NEPA, Biological Resources, and Cultural Resources SMEs, tracking of external agency communications, permitting applications, and coordination of permitting implementation and compliance requirements.

  • Work collaboratively and establish effective relationships with researchers, teams, and managers.

  • Maintain excellent communication within and outside of the organization.

Minimum Qualifications

  • Bachelor's degree and 6+ years of relevant experience. Advanced degree and 4+ years of relevant experience.

Preferred Qualifications

  • A degree in biological sciences, environmental science, chemistry, or related disciplines.

  • Experience interpreting federal, state, and local environmental regulations or requirements and preparing environmental regulatory documents and reports.

  • Familiarity with work conducted in a laboratory setting.

  • Excellent oral and written skills, with an aptitude for detail and accuracy.

  • Professional license and/or certification may be preferred.
