Job Description

This is an extraordinary opportunity to provide visionary leadership for a national priority. Pacific Northwest National Laboratory (PNNL) is seeking a Director to lead the Environmental, Health, Safety and Security Division (EHS&S) within the Operational Services Directorate (OSD). This key senior leadership position leads the PNNL Division responsible for delivering operational programs designed to protect PNNL staff, the public, the environment. Excellence in management and operations is vital to achieving our scientific mission. The OSD directorate supports excellence in the management and operations principle by delivering capabilities in key areas such as Environmental, Health, Safety and Security. OSD includes approximately 675 staff, including bargaining unit staff; more than $170 million in annual budget authority; approximately 200 regulatory program areas; and a multi-million-dollar Facility and Infrastructure Project Portfolio.

Responsibilities:

This position reports to the OSD Associate Laboratory Director and plays a critical role to assure PNNL’s and OSD’s success against a broad range of strategic planning and tactical performance requirements. This position is responsible for all aspects of EHS&S which involves the overall leadership, management, and support for the functional areas of Environmental Management, Emergency Management, Health and Safety, Radiological Protection and Safeguards and Security across PNNL. Specifically, embedded within each of these areas are the policies, programs, processes, plans, procedures, training, and protocols to assure safe, secure, compliant, and high-quality operations across the Lab; while protecting the workforce, the public, and the environment. The EHS&S Director works with the other Management & Operations Program Directors and Laboratory leadership to assure an integrated approach for these functions is developed and implemented to efficiently enable PNNL’s research missions.

The Division Director is responsible for leading approximately 240 staff including bargaining unit that are responsible for the interpretation and delivery of applicable laws, and regulations in alignment with OSD and PNNL wide strategies in order to meet the current and future mission needs of DOE and other sponsors. Staff members are skilled in areas including Radiation Protection, Environmental Protection and Regulatory Programs, Worker Safety and Health, and Safeguards and Security. Key responsibilities include:

  • Develop, implement, and continuously improve a comprehensive suite of EHS&S Programs that provide for the protection of workers, the public, and the environment in accordance DOE directives and regulations throughout all contract activities; to include flow down to sub-contracted work. Optimize EHS&S programs and delivery mechanisms to improve the overall research experience, seeking the ideal balance between effective compliance and efficient execution of work. Program execution is broadly recognized by internal and external stakeholders for efficient and effective delivery. Specifically:

  • Oversee execution of PNNL’s Worker Safety and Health Program that protects workers and public through implementation of 10 CFR 851 requirements and DOEs Integrated Safety Management System (ISMS) principles. Key functional elements include Occupational Safety, Industrial Hygiene, Biological Safety, Human Subjects, and Fire Protection. Includes maintaining training and qualification of Authorities Having Jurisdiction (AHJs) in Electrical Safety, Pressure Safety and Fire Protection.

  • Oversee execution of PNNL’s ISO 14001 Registered Environmental Management Program that provides for the effective protection of the environment and vital resources through processes that efficiently execute pollution prevention, waste minimization and management, environmental monitoring and permitting and cultural resource reviews.

  • Oversee execution of PNNL’s Safeguards and Security Management Program that provides for the protection of staff and visitors, site access controls and badging, protection of physical and information assets, accountability and control of nuclear materials, and information classification. This includes implementation of effective threat assessment and response capabilities to assure risks that could impact safety of Laboratory personnel, facilities and operations are mitigated.

  • Oversee execution of PNNL’s Radiation Protection Program to protect workers and public through effective and efficient implementation of 10 CFR 830 and 835 requirements.

  • Oversee execution of PNNL’s Emergency Management and Preparedness Program, including business continuity planning.

  • Implement effective contractor assurance mechanisms (metrics, measures, and reporting mechanisms) for all program elements that provides for real-time assessment of EHS&S performance.

  • Manage implementation of effective incident response, reporting and corrective action management for EHS&S Programs.

  • Develop and assure sufficiency of EHS&S training programs to meet DOE and associated regulatory requirements.

  • Coordinate and support all associated DOE and regulatory agency interfaces (City, State and Federal) related to execution of EHS&S Programs.

  • Stay abreast of emerging regulations to assure compliance with changing requirements and evolving research missions.

  • Developing and maintaining productive working relationships with peer Division Directors associated with leadership of PNNL’s campus strategy and development; facilities and infrastructure operations (FI&O); and research and development. This includes providing influence and assurance that PNNL’s campus strategies and FI&O programs are aligned with operational needs.

  • Enhance cooperation and collaboration in mutually beneficial ways across PNNL, other Department of Energy (DOE) laboratories, and Battelle.

  • Apply leadership capability across a large and diverse organization. Provide management direction and oversight for staff, which includes diverse technical resources, and business and operational components of EHS&S.

  • Implement practices to recruit, develop, assess performance, and retain talented staff to support current and future mission needs.

  • Responsible for smooth and efficient operations, programs, project execution, and capability development with a day-to-day focus on operational excellence and a long-term focus on aligning organizational capabilities with future PNNL strategy.

Minimum Qualifications

Bachelor’s degree with 15+ years of experience; or advanced degree with 13+ years of experience in a science, engineering, or other disciplines in the areas of EHS&S program deployment. Ability to obtain a DOE Security Clearance.

  • Demonstrated ability to create and implement an organizational vision and strategy.

  • Demonstrated management skills including meeting financial and operational expectations.

Preferred Qualifications

The qualified candidate is a visionary leader with a proven track record of success in the development and deployment of EHS&S programs that efficiently serve stakeholders in a highly regulated research environment. Possess strong interpersonal, communication and management skills to work effectively with all PNNL constituencies.

  • Over 10 years in EHS&S management position, including programmatic oversight of environment, health, safety, and safeguards and security operations.

  • Previous experience leading organizational units more than 200 personnel and operating budgets greater than $40M annually.

  • Demonstrated experience managing a multi-disciplined EHS&S team, including safety, health, environmental, radiological, and security professionals.

  • Proven track record for delivering strong EHS&S program performance while creating operational efficiencies and stakeholder endorsement in a DOE research like environment.

  • A record of effective strategic planning, management, and service leadership in a Laboratory or DOE operational setting.

  • Strong interpersonal skills to communicate within and outside PNNL and relate effectively to diverse stakeholders.

  • A proven ability to establish improved ways for interfacing with stakeholders and integrating strategies proactively to address or respond to the changing needs of research customers and provide creative service models to enable research objectives.

  • Emergency response and medical services oversight experience.

  • Subcontract oversight experience a plus

  • Experience leading a DOE site to or maintaining Voluntary Protection Program status

  • Demonstrated commitment to diversity, staff, and leadership development.

Requirements:

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
