Job Description

The Pacific Northwest National Laboratory is recruiting for a Director to lead the Earth Systems Science Division (EESD) within the Energy and Environment Directorate (EED). Annually, the ESSD conducts about $50 million of R&D for Department of Energy’s Offices of Environmental Management, Energy Efficiency and Renewable Energy, Fossil Energy, Nuclear Energy, and Science as well as the Department of Homeland Security, Department of Defense, the National Nuclear Security Agency, the private sector, and in partnership with regional universities and government agencies. The ESSD comprises a growing organization of about 260 staff members based primarily at PNNL’s Richland, Washington campus where this position will be located. The staff is organized into five capability-based technical groups, each under the leadership of a technical group manager who reports to the Division Director. These groups include the Ecology Group, the Environmental Assessment and Engineering Group, the Hydrology Group, the Risk and Decision Sciences Group, and the Subsurface Science and Technology Group.

ESSD uses a “Science-to-Solutions” approach to solve the nation's most pressing environmental challenges. Our research often involves the complex relationship of the natural environment with energy systems. Specific areas of work include advanced environmental remediation processes, sustainable hydropower systems assessments and technology development, remote sensing and geospatial analysis, environmental assessments, nuclear safety and risk informed analytics, subsurface science in support of advanced geothermal and carbon sequestration systems, and advanced multi-scale reactive transport modeling, simulation, and data analytics. We conduct applied research at the bench, pilot, and field scale integrated with advanced modeling and simulation in order to provide the technical underpinnings, scientific approaches, and technological advancements to support breakthrough solutions, improve system knowledge, and champion new regulatory protocols that are protective of human health and the environment. Work is conducted in a wide variety of radiochemistry and biology laboratories, aquatic research laboratories, bio-acoustic & flow laboratories, geophysics/geomechanical laboratories, and in the field –at the Hanford Site and locations around the northwest and the globe. The focus of this position will be on developing and implementing a strategy to steward and expand capabilities, engaging with key sponsors and partners within PNNL and externally, representing and advocating for the capability internally and externally, and aiding Sector Managers in growing the business portfolio.

Responsibilities :

This position reports to the Chief Operating Officer (COO). The director is responsible for leading, developing, and maintaining institutional capabilities including staff, facilities, and equipment in alignment with directorate and lab-wide market sector business strategies in order to meet current and future business needs. These responsibilities include:

  • Leads the development and execution of the Division Strategy, in partnership with Sector Managers from across PNNL, which delivers successful outcomes tailored to Laboratory and sponsor needs.

  • Stewards and communicates their unit’s capabilities and S&T accomplishments with internal and external partners to advance the Laboratory’s reputation.

  • Leads a strong division management team and an institutionalized culture that assures a safe, secure, and compliant work place, a broadly supportive work environment, and engaged staff.

  • Implements practices to recruit, develop, assess performance, and retain talented people to support current and future mission needs.This also includes managing essential aspects of research operations and expert delivery, including interfacing with those responsible for managing project risk and execution.

  • Manages and expands the research facilities and equipment required to deliver on current and future business.

  • Responsible for budgeting and asset management to ensure facilities, equipment, and operating procedures are adequate and ready to carry out business focus.

  • Models, creates and reinforces a culture of excellence, including safety, security, and operational discipline.

Minimum Qualifications

  • Bachelor’s degree in science or engineering and 15 or more years of progressively responsible leadership, program leadership, or line management experience; or

  • Advanced degree in science or engineering and 13 or more years of progressively responsible leadership, program leadership, and line management experience.

  • Must possess demonstrated strategic vision, technical leadership, and management skills. Knowledge of the trends and drivers within the Energy and Environmental markets. Well-developed strategic planning, organizational and capability development, and business development skills.

  • Clearance Level and/or U.S. Citizenship Requirement: Must have or be able to obtain a DOE clearance.

Preferred Qualifications

  • Advanced degree and significant experience in one or more scientific or engineering disciplines represented in the division.

  • Established technical reputation and a demonstrated ability to collaborate across business units to build, maintain, \and market capabilities. ,

  • Recognized successful performance as a senior scientist/engineer and project manager, including client relationship management, is desired.

  • Demonstrated experience with managing field/lab operations from safety and compliance standpoints is desired.

  • Ability to obtain and maintain radiological worker qualification.

Special/Hazardous Working Conditions or Environment:

The position requires approximately 10% domestic travel.

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
