As PNNL’s Director of Contractor Assurance (CA), you will provide vision, leadership, and management to enable strong assurance to the U. S. Department of Energy (DOE) that the Laboratory is meeting or exceeding the objectives of PNNL’s operating contract. You and your team will partner with management and staff across the Laboratory to continuously improve and execute a performance management framework that is instrumental in understanding and communicating PNNL’s impact, and in helping to identify and define methods and opportunities to improve performance and amplify impact. As CA Director, you provide guidance on the strategic use of a full suite of performance measurement practices.
In this critical position, you will partner with PNNL’s Chief Risk Officer, and work collaboratively with senior leaders across the Laboratory to deploy enterprise risk management tools, measures, and mitigations essential to identifying and preventing events and issues that could negatively impact performance.
In order to effectively understand PNNL’s performance, you will guide the Assessment and Analysis function to collect and analyze performance data and regularly report and review institutional performance against PNNL’s strategy, the DOE Performance Evaluation and Measurement Plan (PEMP), and contractual requirements.
You will oversee PNNL’s Issue Management function and the CA staff who work collaboratively with managers and subject matter experts across the Laboratory to respond to events and issues, working hand-in-hand to perform cause analyses, identify and implement corrective actions, and measure effectiveness.
You will steward PNNL’s business and process analysis capability which facilitates improvement projects across the Laboratory by helping customers understand their current situation, visualize the future, identify gaps and opportunities, and lay out a game plan for making their operations better (not just different).
As CA Director, you will be a key communicator, influential voice. and trusted partner of PNNL’s laboratory management, the DOE Pacific Northwest Site Office (PNNL’s oversight entity), and the laboratory’s governing body Battelle Memorial Institute.
You will report to the Director of Performance Management, who also serves as PNNL’s Chief Risk Officer, and are one-step removed from the Laboratory Director.

Authority and Accountability
Develop and implement PNNL’s Contractor Assurance System (CAS) in compliance with contractual requirements and the CAS Description; assure highly effective implementation and performance of CAS elements including enterprise risk management, issues management, assessments, performance analytics, lessons learned and continuous improvement
Deploy the Laboratory’s performance management framework to provide a means to measure, understand, improve, and report performance; summarize institutional performance for leadership, oversight and governance through risk packages, performance dashboards, and a Balanced Scorecard framework
Train and develop laboratory management and other key roles on CAS fundamentals and performance management practices
Steward the business and process analysis capability for the Laboratory
Build relationships with various stakeholders regarding performance management, including the DOE site office personnel, corporate executives, Laboratory leadership members, senior management, and staff
Inspire, motivate, and lead a team of approximately 20 performance management professionals
Bachelor's Degree plus 10 years of relevant experience; or Advanced Degree plus 8 years of relevant experience
Knowledge of and experience implementing assurance programs in a research setting
Demonstrated strategic leadership, planning and change management skills
Excellent oral and written communication skills
Able to influence people, solve problems, troubleshoot, think creatively and resolve conflicts
Demonstrated ability to lead and mentor staff
Experience developing, analyzing, and reporting performance metrics/reports for a research organization
Experience developing and implementing a Risk Management framework
Experience and expertise in issues management (e.g., event reporting and investigations, causal analysis, PAAA, lessons learned programs, etc.)
Past responsibility for compliance performance across a broad organization including for areas where line authority rests outside of your purview
Business Analytics experience
Knowledge of DOE systems
