The Environmental Molecular Sciences Laboratory (EMSL) seek a Deputy of Technical Management (DoTM) to work with the EMSL Director on the day to day management and operations of EMSL. EMSL is a U.S. Department of Energy (DOE) Office of Science user facility that provides innovative and breakthrough experimental and computational science to address DOE Office of Biological and Environmental Research (BER) programs by providing access to more than 75 state-of-the-art instrumental and computational capabilities. The users propose to work with EMSL in BER-relevant science areas and if successful collaborate with EMSL scientists on their science. EMSL users address some of the most important molecular-to-mesoscale challenges relevant to DOE missions. The successful candidate will learn quickly about the EMSL user program, its management as well as operations and the safety-first approach for staff, users and the facility.
Provides senior, experienced leadership and management oversight to the EMSL user program, a highly complex program with exceptionally high BER and user community impact and investment. Provides strategic operational direction, Builds cohesiveness across program teams, is responsible for management oversight and resolution of significant issues and/or concerns that may be detrimental to the reputation of PNNL and/or Battelle.
Leads development of expectations and processes for the EMSL User program. Has an established network across Lab complex, clients, and external stakeholders. Interacts with clients and with executive level management, requiring negotiation of matters critical to success of existing and future projects. Influences long-range strategic staffing. Communicates with parties that are geographically and culturally dispersed.
Demonstrates effectiveness in developing highly functioning program teams to successfully execute projects and programs with high risk and complexity, uncertain funding, and challenging stakeholders, and has the ability to motivate staff and influence customers.
Provides strategic direction and establishes project metrics, and makes decisions that require interpretive, evaluative, and experiential, seasoned judgment. Has command of the technical challenges associated with complex projects and is fully functional in working with varying levels of executive management and routinely represents the Lab and Battelle in a positive manner. Recognized leader in project management and manages timely responses to problems before they become detrimental to the reputation of PNNL and/or Battelle. Participates as a senior-level manager to lead initiatives and/or special activities, including participation in professional associations.
Leads through influence; contributes to the development of functional/operational long-term strategy and develops annual plans to ensure alignment.

The DoTM for EMSL provides senior management and operational leadership within EMSL by formulating and executing an M&O vision and strategy that advances EMSL’s user facility mission, and ensures the safe, effective, and efficient management and operations of EMSL to deliver regional, national, and international impact in the biological and environmental sciences. Performed through a combination of direct line management of EMSL Deputies as well as matrix leadership with group, team and capability leads.
Leads the strategic M&O planning effort for EMSL to enable critical new science, technology, and computing capabilities that are required to build and grow research programs, attract effective collaborations, and deliver highly impactful science in key areas of interest to DOE, BER and the nation.
In collaboration with EMSL Director, formulate and execute a forward looking operational strategy to further enhance the Environmental Molecular Sciences Division and EMSL growth and alignment by ensuring procedures are in place to operationalize and deploy new capabilities from the division into the EMSL user program.
Responsible for and represents EMSL M&O in EMSL triennial reviews and to the sponsor (through M&O calls and annual Field Work Plan preparation and submission)
Oversight of EMSL WBS measures, milestones and assessments (for example the EMSL dashboard)
Builds a team atmosphere within EMSL Leadership, staff, and users that allows prioritization of safety-first operations and right sized work scope and budget. Serves as EMSL Ombudsman for user and staff concerns.
Identifies staff, instrumentation and facility needs for current and future research. Chair of the EMSL Capability Investment Team (CIT) responsible for capability mission readiness and resource planning for user projects. Responsible for the operational sunsetting plans in collaboration with Deputies of Science, Computing, Technology and User Support based on S&T roadmaps and User utilization to ensure mission readiness for users.
Direct supervisor for senior EMSL managers (e.g., Deputy of Science, Deputy of Technology, Deputy of Computing, Deputy of User Support) as well as several teams (e.g., User Program Services, Instrument Development).
Coordinates with Facilities and Operations to ensure mission ready facilities (including broader PNNL lab facilities moves and planning) and proper space management for strategic future EMSL operation.
Bachelor’s degree plus 12 years experience or advanced degree plus 10 years experience
Ph.D. or advanced degree in a science domain relevant to the EMSL user facility. Experience managing large complex projects with diverse participants and customers as well as line manager experience.
Experience in safe conduct of operations of complex wet laboratory spaces with multiple hazards.
Expertise and understanding of the EMSL user facility and application of EMSL capabilities to biological and environmental science.
Knowledge of BER science and strategy.
