Job Description

  • This position coordinates day-to-day organizational Project Management Management and Operations (M&O) Program activities, including the following: (1) collaboration with multi-discipline Laboratory project teams; (2) direct interaction with senior Laboratory management; (3) direct inter­action with senior and operations-level support organization staff; (4) coor­dination of internal management needs including policy development, planning, and management briefings; and (5) coordination of internal program office support activities.

  • Oversee daily operations of the organization, including the following:

  • Support development of both the organization’s OJS budget and the M&O Program’s LLOH budget; work closely with the BSD Business Office to understand and implement annual budgets; provide ongoing monitoring of actual expenditures against budget; and prepare estimates to complete during latter phases of the fiscal year to provide accurate estimates to Business Office staff for year-end planning purposes

  • Provide direction and oversight to administrative support staff

  • Coordinate, develop, and maintain high-level processes that support the organization

  • Serve as Technical Administrator (TA) for subcontracts and procurements

  • Develop and implement the Comprehensive Training/Education Program including the following components:

  • “Required” Project Manager training (Fundamentals of Project Management)

  • Optional Project Manager training (e.g., various topics related to 10 “knowledge areas” of project management)

  • Organizational training and staff development consistent with the following core competency components:

  • Technical and Disciplinary Skills: Earned Value Management, Oracle/Primavera P6, Microsoft Project, Professional certifications (Earned Value Professional or Project Management Professional)

  • This position is a leader within the Project Lifecycle Division (PLD) which acts as the Enterprise Project Management Office (establishing project management processes, training and systems).

  • Develop and report on key performance measures related to project management

  • Draft and coordinate submission of periodic Project Lifecycle Performance and Risk Assessments, along with any other required project management assessments and reports requested by DOE/PNSO or Laboratory management.

  • Advanced knowledge of PNNL policies, procedures, projects, and/or customer/sponsor expectations.

Minimum Qualifications

  • Bachelor's degree plus 8+ years of relevant experience; OR, a Master's degree plus 6+ years of relevant experience.

  • Typical related management experience should include, initiating, planning, executing, controlling, and closing processes.

Preferred Qualifications

  • Project Management Professional Certificate (PMI)

  • Earned Value Professional Certificate (AACE)
