Job Description

PNNL is looking for a cyber security researcher who is a thought leader and cyber security domain expert with a proven track record in cyber security solution innovation, who can lead initiatives and teams. Key cyber security researcher competencies and activities include:

  • Designs and develops new systems, applications, and solutions for external customer's emerging technology and architecture including control systems and mobile technology, cyber systems and networks

  • Ensures system security needs established and maintained for operations development, security requirements definition, security risk assessment, systems analysis, systems design, security test and evaluation, certification and accreditation, systems hardening, vulnerability testing and scanning, incident response, disaster recovery, and business continuity planning and provides analytical support for security policy development and analysis

  • Applies scientific rigor to contribute to greater understanding of the cyber security domain. Helps define, describe, and predict behavior for discoveries in cyber systems

  • Conceives and develops hypotheses, new methods, techniques or approaches to address critical cyber security technical problems

  • May interface as a cyber security domain expert with external entities including law enforcement, intelligence and other government organizations and agencies; Leader and/or key contributor of technical initiatives, teams and projects

Your leadership will enhance an innovation culture in cyber security and find solutions to hard problems in cyber security.

The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following criteria and performance level indicators:

Level II:

  • Demonstrates developing professional expertise and is able to work on problems of moderate scope where analysis of situations or data requires a review of a variety of factors.

  • Able to lead and complete specific tasks of the project to meet scope, schedule, budget and outcomes.

  • Expected to contribute professionally, building a professional reputation for technical expertise in the cyber security field; Contributes technical content to proposals and develops business through excellent project performance.

  • Able to apply and interpret many standard theories, principles, methods, tools and technologies in the cyber security domain

Level III:

  • A seasoned, experienced professional with a full understanding of area of specialization(s) in cyber security; considered a journeyman in the career field; Is emerging or has emerged as a recognized subject mater expert in cyber security

  • Able to manage small to moderate projects and/or major project tasks with little or no instruction; integrates intellectual and technical capabilities of work teams.

  • Enhances technical/professional skills of junior staff through active recruitment, mentoring and training; is a role model and thought leader in cyber security

  • Generates ideas for new proposals and research and participates in business development activities

  • Fully applies and interprets most standard theories, principles, methods, tools and technologies in the cyber security domain.

Minimum Qualifications

  • Bachelor’s with 2–4 years of experience; Master’s with 0–2 years of experience

  • Relevant experience is defined as:

  • Demonstrated engineering skills and/or professional publications in the field of cyber security

  • Advanced level knowledge in computer science, cyber security, and knowledge of programming languages

  • Experience with hardware or software deconstruction, design, or reverse engineering

  • Must have demonstrated interpersonal skills and the ability to interface with clients and laboratory scientific staff and management

Preferred Qualifications

  • Bachelor’s with 5–8 years of experience; Master’s with 3–6 years of experience; JD or PhD with 0–3 years of experience

  • Experience and expertise in designing or implementing secure architectures, software, systems and networks

  • Experience and expertise in penetrating testing, operational red teaming and adversary emulation

  • Experience and expertise in control systems (ICS, SCADA, DCS, etc.) and operational technology (OT), Internet of Things (IoT) security – design, deployment and hardening

  • Experience machine learning, artificial intelligence and data science discplines applied to the cyber security domain

  • Experience and expertise as a cyber intelligence analyst, incident responder or forensic investigator

  • Experience in multiple cyber security domains such as security and risk management, identity and access management, security engineering, business continuity/resilience, compliance, cryptography, application/software security, security operations, etc.

This position requires the ability to obtain and maintain a federal security clearance.

Requirements:

  • U.S. Citizenship

  • Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
