Responsible for providing assistance to the Senior Counterintelligence Officer (SCIO) and on demand, DOE-IN Program Directors on matters related to varied Counterintelligence (CI) Program requirements involving travelers and visitors, financial management, automated systems architecture and internal and external liaison.
Assign/track CI-related tasks, i.e.; briefings/debriefings and other assigned reviews to ensure the appropriate resources are assigned, tasks are completed, and records are maintained in accordance with complex Executive Orders, Attorney General Guidelines, and U.S. District Court guidance.
Identify, develop and maintain custom databases to assist the SCIO in quarterly file reviews for investigations and complete assigned tasks pertaining to PNNL CI briefing and debriefing programs.
As requested, the incumbent retrieves and analyzes CI information and data elements from local and national databases, publications, and other sources to assist PNFO CI Officers in the identification of pertinent information to determine potential intelligence threats to the PNNL and the DOE complex.
Independently address issues involving the discussion or release of information to staff with various national security clearance levels while maintaining the ability to compartmentalize information and activities on a need-to-know basis. Excellent communication skills and resourcefulness in obtaining and discussing data are required, as well as the ability to interact with staff less familiar with the CI mission.
Develop and maintain highly productive and effective networks based on sound personnel relationships with key staff internal and external to the Laboratory.
- A Bachelor's degree.
Knowledgeable of the Intelligence Community mission, principles and practices
Strong writing and grammar skills to draft reports based on established guidance, formats, and processes.
Demonstrate the ability to present material on PNNL programs, plans, reports and/or problems in suitable form for consideration by the SCIO and other senior management.
Ability to find and assimilate large amounts of information utilizing search engines and common databases.
Working knowledge and experience of Microsoft Office applications, specifically MS Excel, Word, Access and Outlook.

This position requires the ability to obtain and maintain a federal security clearance.
Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.
Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
