Job Description

PNNL seeks to hire a dynamic individual to serve as a Counterintelligence (CI) all-source analyst within the DOE CI Program’s Pacific Northwest Field Office (PNFO). The PNFO provides all CI support and services to PNNL; the DOE Pacific Northwest Site Office; the DOE Office of River Protection; the DOE Richland Operations Office; the seven prime contractors and all subcontractors performing work on or associated with remediation of the Hanford Site and construction of the Tank Waste Treatment and Immobilization Plant; the DOE National Energy Technology Laboratory, Albany, OR; and, in coordination with the DOE Denver Field Office, the Bonneville Power Administration, Portland, OR.

As a member of the PNFO CI Program, the incumbent must possess a comprehensive knowledge of U.S. Intelligence Community (USIC) organizations, missions, capabilities, and priorities with an applied knowledge of Counterintelligence theory, principles, and practices. Primary responsibilities include the production of finished all source analytic assessments, briefings, and other written or oral products on current CI and Counterterrorism (CT) threats supporting DOE’s CI/CT mission for local and national consumers. Reports will authoritatively assess the foreign intelligence, international terrorist, and technology collection threats directed against DOE personnel, resources, information, facilities and programs. The candidate must demonstrate the ability to collect, analyze and fuse disparate information from a variety of open and classified sources to develop all source products adhering to USIC analytic standards and tradecraft to communicate complex and dynamic threats targeting PNFO equities. Must possess an applied working knowledge of IC analytic databases, tools, and message handling systems.

The candidate will support the PNFO outreach program through the development and presentation of CI awareness and training material to laboratory personnel and regional stakeholders. Exceptional communication and interpersonal skills are required to develop and leverage a network of peers and mission partners through liaison with DOE laboratory, DOE Office of Intelligence and Counterintelligence, local and federal law enforcement, and USIC personnel to identify current and emerging CI/CT threats.

The candidate generally works independently but with regular interaction in a team environment with other PNFO staff, PNNL principle investigators, project managers, research scientists, staff at other DOE sites and DOE Headquarters personnel. The selected candidate must also exhibit strong organizational skills and the ability to quickly adjust work priorities based on changing circumstances or events.

Work is performed under the direction of the PNFO’s Senior Counterintelligence Officer, who sets general priorities and objectives, and provides overall guidance. Assignments may involve a broad range of responsibilities, to include authoring technical reports, papers, threat assessments or other documents; conducting complex CI investigations; providing threat briefings and performing other tasks, as required. Work products must be of high quality, as well as timely, accurate, and relevant.

Minimum Qualifications

  • Bachelor's degree and 10+ years of relevant experience. Advanced degree and 8+ years of relevant experience. Certification may be preferred.

Preferred Qualifications

  • Experience in economic espionage, counterproliferation or counterintelligence mission areas.

  • Working knowledge of automated business tools/technologies and specialized applications with demonstrated knowledge of MS Office applications.

  • Relevant advanced professional certification or training, such as completion of the Intelligence Community Advanced Analyst Program (ICAAP) is preferred.

  • Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
