Job Description

  • Responsible for providing discipline specific acquisition contract expertise. Acquisition responsibilities include development of acquisition strategies, development of Request for Proposal (RFP) documents, Invitation for Bid (IFB) documents for Construction, leading of subcontractor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and leading team negotiations, and administering contracts, including terminations and closeout activities. Additionally, responsibilities include monitoring contract compliance and technical, financial, and contractual performance. Plans, develops and participates in training of contractual requirements. Briefs company management on proposal and subcontracting activities.

  • Develops contracting solutions to complex problems which require the regular use of ingenuity and creativity. Identifies improvement/efficiency opportunities in area where assigned as SME. Recognized by peers as competent in area of expertise. Uses skills as a seasoned contract professional with complete principles, theories, and concepts in the field. Provides leadership within department. Influences policy and direction of PNNL committees. Manages projects of limited scope. Demonstrates good judgment in selecting contracting methods and techniques for obtaining solutions.

  • Interacts with senior internal and external personnel. May function as an interdisciplinary project lead and give direction to other exempt and/or nonexempt staff.

  • Works independently with little oversight required. Provides mentoring and training for Laboratory staff. Seeks out collaborative opportunities.

The hiring level will be determined based on the education, experience and skill set of the successful candidate based on the following:

Contracting Professional – Level 3

  • Recognized by peers as competent in area of expertise. Uses skills as a seasoned contract professional with complete principles, theories, and concepts in the field. Provides leadership within department. Influences policy and direction of PNNL committees.

  • Manages projects of limited scope. Demonstrates good judgment in selecting contracting methods and techniques for obtaining solutions.

Contracting Professional – Level 4

  • Recognized by managers, external clients, and peers as competent. Having wide-ranging experience, uses professional contracting and other business related concepts and organization objectives to resolve complex issues in creative and effective ways. Ability to balance long-term strategic goals with short-term priorities and network across management systems.

  • Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.

  • Works independently, has growing responsibility, no oversight required. Conducts mentoring and training activities for staff. Fosters collaboration and grows the skills of others.

Minimum Qualifications

  • Bachelor’s Degree and 6+ years of relevant experience. Advanced Degree and 4+ years of relevant experience. Professional license and/or certification may be preferred

Preferred Qualifications

  • Bachelor's degree and 8+ years of relevant experience. Advanced degree and 6+ years of relevant experience. Professional license and/or certification may be preferred

  • Previous experience with Government contracting including Bid Package preparation and Davis Bacon requirements. Current or previous experience working within Battelle’s Acquisition Guidelines is highly preferred

  • Previous experience with government purchasing of IT Hardware and Software, including the negotiation of software license agreements
