Contracting Professional - Responsible for providing discipline specific acquisition contract expertise. Acquisition responsibilities include assistance in development of acquisition strategies, development of Request for Proposal (RFP) documents, vendor proposal evaluations, interpretation of government legal and corporate requirements, developing strategies and team negotiations, and administering contracts, including terminations and closeout activities. Plans, develops and participates in training of contractual requirements. Briefs company management on procurement and subcontracting activities.
Works with various internal customers including Project Managers, Project Specialist, Business Office Representatives, Legal, Project Management Office Directors, and Technical Oversight Reps. It is expected the selected candidate will display a high degree of customer service in all interactions with strong acquisition contracting skills.
Performs work effort under the general supervision of the Directorate Contracts Manager, Acquisitions Team Lead, and Senior Contracts Specialist for contract activities performed from “cradle to grave”.
Must understand and define degrees of risk as well as the ability to negotiate terms and conditions to a mutually reasonable solution with minimal oversight.
Responsible and accountable for the planning, development of Requests for Proposals, proposal evaluation, negotiation, award, and administration of resulting acquisitions in support of various government contracts and meeting internal customer requirements in both domestic and foreign environments.
Responsible for securing the best balance of price, quality, delivery and services available within the guidelines established by Battelle, Pacific Northwest Division (Battelle), the sponsor, and applicable Department of Energy (DOE)/Federal Acquisition Regulations.
Responsible for a working knowledge of all contract types (Firm Fixed Price, Labor Hour, Cost Reimbursement) routinely utilized in the execution of Laboratory requirements providing solutions to complex problems.
- Bachelor’s Degree and 8+ years relevant experience or an advanced degree and 6 years of relevant experience.
Possess Critical thinking skills
Able to effectively communicate both verbally and in writing with contracts and project staff, Management, Accounts Payable Peers, and vendors.
Familiar with business systems, acquisition related systems such PACQ/PES, Web Reports, PMR/Insight, Accounts Payable.
Strong working knowledge of business/contract negotiations, acquisitions and regulatory compliance preferred.
Demonstration of working knowledge of purchasing and subcontracting processes and ability to apply this knowledge along with internal policies and business issues on behalf of PNNL and its sponsors required.
