Job Description

  • This position reports to the Funding and Agreements Team Lead in the Funding Contracts Services group, in the Business Systems Directorate, and operates in a small team environment with intense coordination with internal offices in PNNL’s Chief Financial Officer organization.

  • This early- to mid-career position are high-impact business support positions in enabling researchers to start work and supporting lab compliance in processing funding in order to start research, consistent with lab policies and federal oversight.

  • Provides solutions to a wide-range of difficult problems. Is responsible for providing discipline specific sales contract and funding expertise involving the nearly $300M annual sales volume of federal and non-federal Strategic Partnership Projects (SPP), and Agreements for Commercializing Technology.

  • Competent in basic area of expertise. Workload involves reviewing and processing hundreds of funding actions per year and advancing them through the federal approval process to enable research to start work, requiring strong organizational skills and information management.

  • Applies to tasks the framework of PNNL’s Policies & Procedures, DOE Orders/Directives and PNNL’s and DOE’s financial system requirements.

  • Manages personal work and influences others. Serves as a key liaison between PNNL and the Department of Energy (DOE) Pacific Northwest Site Office (PNSO) and the DOE Consolidated Service Center (CSC) regarding funding.

  • Performs data analysis and querying from relevant business systems.

  • Performs administrative review of Strategic Partnership Projects (SPP) funding activities to ensure appropriateness, viability, acceptable risk level, and contractual and regulatory compliance with the Management and Operating contract, DOE Orders, and federal regulations

  • Work closely with PNNL business offices, project staff, CFO cost accounting, Accounts Receivable, DOE HQ, DOE-CSC and DOE-PNSO budget to resolve funding issues.

  • Submit all scope for clearance with Battelle. Review Statement of Work ensuring it follows clearance guidelines.

  • Record proposal amendments, funding changes, project set up, maintain and update into PNNL business systems, as needed

  • Identify projects for close out and take appropriate action.

  • Respond to ad hoc reporting and data requests from financial systems, to deliver to PNSO, CSC, Business Offices, Project Coordinators, Project Managers, and internal/external auditors.

Minimum Qualifications

  • Bachelor's degree and 2+ years of relevant experience or advanced degree and 0 years of relevant experience.

Preferred Qualifications

  • Arrives at solutions by following defined policies and procedure.

  • Analyzes and interprets financial/accounting data and reports results

  • Manages personal work

  • Experience working in federal contracting and funding environment.

  • Familiar with the Work Authorization Lifecycle (WALS) and Proposals and Contracts Information System (PCIS), Electronic Prep and Risk (EPR), DOE Budget and Reporting codes (BARC), Proposal Pricing System (PPS), and Project Portfolio Management (PPM).

  • Inter-office experience within PNNL to support coordinating role of position.
