This position is high-impact in advancing PNNL’s world-class science by supporting lab efforts to submit proposals, secure approvals with federal oversight, receive and process funding actions, and develop agreements to support innovative partnering between PNNL and sponsors. The position reports to Funding Contracts Services, in the PNNL Business Services Directorate (BSD)/Chief Financial Officer and operates in a small team environment. Responsible for a variety of business support services to the PNNL researcher. Performs administrative review of the Strategic Partnership Projects (SPP) and other funds-in mechanisms of nearly $300M of non-Department of Energy sponsor funding annually, as well as funding from the Department of Energy, Other Hanford Contractors, and DOE Inter-Entity Work. Also, provides support to a host of other collaboration mechanisms, including Joint Appointments, Distinguished Graduate Research Program, Visiting Researchers, Guest Researchers, and Research Partners. Sales responsibilities include participating in and assisting with strategy development, bid-no-bid decisions, sponsor relationship management, proposal development, contract negotiations, compliance, agreements, and contract administration including close-out activities.
Performs work under the general supervision of the Team Lead, and/or Senior Contract Professionals.
Responsible and accountable for the planning, preparation, submission and negotiation of funds in research, development of proposals, execution and administration of agreements within several funding mechanisms.
Understands and defines degrees of risk as well as the ability to negotiate terms and conditions with the assistance of the Team Lead and other subject matter experts.
Assists with evaluating Broad Agency Announcements (BAAs), Funding Opportunity Announcements (FOAs), Requests for Applications (RFAs) or other solicitations for eligibility or other restrictions and proposal submission requirements.
Provides contract supports to non-funds-in mechanisms for collaboration and engagement with universities, non-federal sponsors, and non-employee visiting researchers engaging PNNL.
Responsible for ensuring proposals and projects meet sales funds-in requirements for foreign sponsors, animal research, human subjects research, and processing actions in a PNNL work authorization and funding system.
Ensures quality, delivery and services available within the guidelines, viability, acceptable risk level, regulatory compliance, federal regulations, procedures of PNNL, the sponsor, and DOE.
Develops strategy, manages sponsor relationships, and monitors compliance management.
Working knowledge of all contract types (Firm Fixed Price, Cost Reimbursement) and federal contracting.
Works with various internal customers including Project Managers, Project Coordinators, Business Office Representatives, Legal, Project Management Office Directors, Sponsors, Accounts Receivable, Sales Teams, other subject matter experts, and federal oversight. It is expected the incumbent will display a high degree of customer service in all interactions.
- Bachelor’s Degree and 2+ years relevant experience or advanced degree and 0-2 years relevant experience.
Manages contractual issues between and within organizational lines
Exercises judgment within defined contracting procedures and practices to determine appropriate action
Works independently with oversight
Possess working knowledge of Office Outlook, Word, Excel, and PowerPoint.
Able to effectively communicate with multiple internal functional areas in CFO organizations, such as Accounts Receivable, Contracts, Cost Accounting, and project controls.
Working knowledge of business/contract negotiations, federal regulatory environment.
Demonstrates ability to effectively communicate (written and verbal), use sound judgement, self manage priorities and workload, analyze issues, think strategically, act withintegrity, value diversity and foster teamwork are required.
Experience interacting with federal oversight and business service support
Experience in federal funds-in contracting and/or with university partnering
Familiar with PNNL business systems is preferred (Work Authorization Lifecycle (WALS) and Proposals and Contracts Information System (PCIS))
