Job Description

  • Prepares cost estimates, and supports preparation of functional studies, construction plans and schedules

  • Support contract negotiations through analysis and change order estimating.

  • Reviews design drawings for constructability, completeness, cost effectiveness, and accuracy prior to release for construction.

  • Understands planning, directing and coordinating activities pertaining to building and facilities construction projects while maintaining strong linkages with facility operations, building occupants, and other functional support organizations.

  • Maintains knowledge and expertise to ensure that construction work is properly inspected and that an acceptable level of quality assurance is maintained and that projects are completed according to project plans.

  • Develops, manages, and integrates the estimating baseline databases to be utilized to provide consistent estimates for all project phases, such as pre-conceptual, conceptual design, definitive design, construction and operations.

  • Participate in the planning, tracking, analysis and reporting on projects of varying contract types, size, and complexity.

  • Understanding of configuration management and project file organization and importance

  • Works on unusually complex projects / problems and provides solutions which are highly innovative and ingenious. Identifies improvement/efficiency opportunities both within and outside of area where assigned as SME.

Minimum Qualifications

  • Bachelor’s degree (preferably in Construction Management) and 15+ years of relevant experience. Advanced degree and 10+ years of relevant experience.

  • Associates degree and additional experience and/or 20+ years of experience in managing construction / facility projects in the field in lieu of degree considered.

  • Manages projects involving diverse tasks, teams, and organizations. Exercises judgment in selecting methods, techniques and evaluation criteria for obtaining results.

Preferred Qualifications

  • Cost Estimating Certification from AACE International, International Cost Estimating and Analysis Association, or American Society of Professional Estimators highly desirable.

  • Thorough knowledge and experience in applying estimating principles and software (Timberline, RS Means Costworks)

  • Understanding of multiple contract types: Firm Fixed Price (FFP), Time and Materials (T&M), Design-Build (DB) and hybrid contracts.

  • Certified Construction Manager or Project Management Professional certification highly desirable.

  • Design and construction methods for complex facilities (e.g., laboratories, healthcare, universities, etc.)

  • Masters of Construction Management or Project Management degree highly desirable.

Special/Hazardous Working Conditions or Environment:

  • As projects may be encountered that involve radiological areas, chemicals or other hazards, in addition to the hazards normally associated with construction sites, the incumbent will have a close working familiarity with all facility operating and R&D workspaces
