Job Description

This is an extraordinary opportunity to provide visionary leadership for a national priority. Pacific Northwest National Laboratory (PNNL) is seeking a Director to lead the Campus Development (CD) Division within the Operational Services Directorate (OSD) to shape, steward, and implement a strategy to deliver mission-ready facilities at all PNNL campuses to enable the PNNL Science and Technology (S&T) mission.

OSD includes approximately 675 staff, including PNNL bargaining unit employees; more than $170 million in annual budget authority, approximately 200 regulatory program areas, and a Facility and Infrastructure Project Portfolio of $250M to $500M in a typical five year period which will include, Line Item, GPP, IGPP, DOE Program-funded and expense projects.


This position reports to the OSD Associate Laboratory Director and plays a critical role in assuring PNNL and OSD’s success against a broad range of strategic planning and tactical performance requirements, including; developing and executing the strategic plan for site development and new construction and renewal of facilities and infrastructure at all PNNL campuses. This includes all master planning, design, engineering, project management, and construction management activities. This position my also provide leadership support to other areas of OSD, including: management of all facilities and infrastructure and the environmental, health, safety, security, project management, and nuclear operations programs, all of which are critical to mission delivery and meeting the requirements of PNNL’s Prime Contract.

The Division Director is responsible for leading staff of approximately 125 internal direct and matrix internal staff with oversight of up to 400 subcontractors, developing, and maintaining institutional capabilities including staff, facilities, and equipment in alignment with OSD and PNNL wide strategies in order to meet the current and future mission needs of DOE and other sponsors. These responsibilities include:

  • Create, lead and implement a 10-year strategic vision for PNNL campuses aligned with the PNNL S&T Mission, Vision, and Strategy.

  • Lead the development and implementation of new planning and project delivery models that enable research objectives and outcomes.

  • Enhance cooperation and collaboration in mutually beneficial ways across PNNL, other Department of Energy (DOE) laboratories, and Battelle.

  • Translate research and business objectives into campus and Laboratory strategic plans and implement these plans in the form of new facilities, Laboratory infrastructure, and related operational capabilities.

  • Apply leadership capability across a large and diverse organization. Provide management direction and oversight for staff, which includes diverse technical resources, and business and operational components of facilities and operations.

  • Enable optimization of supportive infrastructure, including business process, systems support, and fiscal management.

  • Model, create, and reinforce a culture of excellence, including safety, security, and operational discipline.

  • Hold responsibility for budgeting and asset management to ensure facilities, equipment, and operating procedures are adequate and deliver on mission priorities.

  • Demonstrate strategic and conceptual thinking skills and creativity in approach; champion the development and implementation of key Laboratory initiatives that transcend the organization.

  • Implement practices to recruit, develop, assess performance, and retain talented people to support current and future mission needs.

  • Responsible for smooth and efficient operations, programs, project execution, and capability development with a day-to-day focus on operational excellence and a long-term focus on aligning organizational capabilities with future PNNL strategy.

  • Provide management direction and oversight for operations, including management of key metrics and performance indicators related to operations, cost, project, and staff performance

Minimum Qualifications

Bachelor’s degree with 15+ years of experience; or advanced degree with 13+ years of experience in a science, engineering, project management, or related discipline with demonstrated experience in Federal Line Item Project leadership.

  • Demonstrated ability to create and implement an organizational vision and strategy.

  • Demonstrated management skills including meeting financial and operational expectations.

Preferred Qualifications

The qualified candidate is a recognized leader with vision, a commitment to excellence in facilities and operations services, proven management skills, and the interpersonal skills to work effectively with all PNNL constituencies.

  • Over 15 years of experience in management of technically and organizationally complex businesses and projects in a key leadership capacity. A national perspective of excellence in research facilities planning, construction, and project management.

  • Proven track record of exceptional performance in Strategic Planning, Project delivery and Federal Management and Operational contractual commitments.

  • A record of effective strategic planning, management, and service leadership in a laboratory or DOE operational setting.

  • Recognized and proven track record with DOE for leadership in the areas of project management, operations, construction and engineering management.

  • Strong interpersonal skills to communicate within and outside PNNL and relate effectively to diverse stakeholders. A proven ability to establish improved ways for interfacing with stakeholders and integrating strategies for dealing with the changing needs of research customers and provide creative service models to enable research objectives.
