This position is primarily responsible for providing legal representation for the Battelle Memorial Institute (Battelle), the operating contractor of the Pacific Northwest National Laboratory (PNNL), primarily in the environmental, safety, health and security program areas. In addition to these responsibilities, the person who fills this position will also be expected to be a key strategic advisor at all levels of the PNNL organization. As a member of the Office of General Counsel team, you will help create a strong sense of commitment and belief in the PNNL mission; help accelerate Laboratory growth by advancing and protecting PNNL's reputation; and help generate understanding of the value PNNL brings to the region and the nation.
This position reports to the Associate General Counsel and will work with management and staff at all levels within PNNL but will have primary interface with leadership on the operations side of PNNL. Among other fields of practice, this position is primarily an active partner in environmental compliance, worker safety and health, radiological/nuclear safety, classified information security and security programs, cybersecurity, facilities and operations, quality and issues management, and Freedom of Information and Privacy Acts programs.
The key responsibilities and accountabilities before this position are focused on the field of environmental, safety, health, and security and would include:
Working with all levels of PNNL management and staff to address concerns and issues that may arise
Leading efforts to represent Battelle in matters involving litigation, administrative proceedings, arbitrations, mediations, investigations, and other proceedings
Retaining, monitoring, and working with outside counsel as needed and in compliance with applicable rules and procedures
Contributing to means for strategy accomplishment
Participating on multi-disciplinary teams to address issues and develop strategies that accomplish the PNNL mission
Identifying and analyzing legal issues, drafting key documents, presenting clear recommendations, and assuring legal compliance
Researching and analyzing case law, statutes, and regulations as well as drafting appropriate legal guidance
Working with the Office of General Counsel team to provide legal support necessary to properly represent Battelle and its efforts to successfully accomplish the PNNL mission

Level 5 : Identifies issues, develops solutions, and manages implementation of PNNL-wide projects. While focusing on specific areas of expertise provides general legal advice, counsel and service to Battelle at the PNNL-level with some managerial oversight. Deals with highly confidential, privileged and sensitive matters and engages in conduct that preserves the confidential and privileged nature of the information and respects the sensitivity of the situations that are addressed.
Level 6 : Identifies issues, develops solutions and manages implementation of PNNL-wide projects. Independently provides comprehensive legal advice, counsel and service to Battelle at the corporate and PNNL levels. Deals with highly confidential, privileged and sensitive matters and engages in conduct that preserves the confidential and privileged nature of the information and respects the sensitivity of the situations that are addressed. Recommendations have measurable long-term impact on the success of the Laboratory and sets precedent for future decisions.
Law degree and 8+ years of relevant experience. Professional license and/or certification required.

Admission to the Washington State Bar Association (WSBA) or eligible for admission (admission to the WSBA will be required within one year of employment)
Demonstrated advanced analytical, communication, and leadership skills
Experience performing legal research and drafting legal guidance
Demonstrated ability to participate in, form, and lead teams
Demonstrated ability to collaborate at all executive and management levels
Significant experience in management and advisory capacities relating to complex environmental, safety, health and security matters
Courtroom or first chair experience with litigation
Knowledge of National Laboratories and the Department of Energy
Experience working in complex science and technology environments

Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
