Job Description

The Position

The Buildings & Connected Systems Group is seeking a Project Manager to provide oversight and coordination of research projects and technical support activities to improve the energy and water efficiency and resilience of Federal facilities. The candidate may be based in the PNNL’s Arlington, VA office or at PNNL’s main campus in Richland, WA.

he successful candidate will join a multi-disciplinary team of research engineers and scientists who work together to develop and test methods and tools related to: building performance evaluation, optimization of control systems and advanced analytic methods, cyber security of building control systems, site assessment and planning for energy and water resilience, and building occupant health and productivity. The successful candidate will work closely with federal sponsors and technical teams to identify and address technical and institutional challenges and needs in these areas. The successful candidate will work across multiple technical projects and tasks with sometimes competing timelines, and ensure project resources are being applied appropriately. The candidate will help develop technical, operational, institutional strategy, and policy guidance, and support site-level demonstrations of the methods and tools developed. The candidate will provide overall project or task leadership, including building effective teams, articulating desired research outcomes, tracking progress, promptly communicating issues, and ensuring delivery of task or project outcomes on-time and within budget.

  • Specific performance expectations include:

  • Serve as a task lead of major tasks and/or a project manager, to build effective teams from multiple technical groups and disciplines to achieve tasks objectives on time and within budget.

  • Promptly communicate issues, changes in scope, schedule, budget, or other challenges to the attention of the Project Manager or Line Manager.

  • Work on multiple tasks and projects simultaneously.

  • Engage with regularly and deliver presentations of work to sponsors and other external stakeholders.

  • Contribute to the development of technical products, reports, or presentations at technical forums.

  • Develop solutions to complex problems based on established precedent or policy.

  • Mentor staff and foster the development of others.

The successful candidate will be accountable to:

  • Project and/or Task Managers for performing assigned roles, following applicable project and field procedures, and performance of assigned tasks on time and within budget;

  • The Buildings & Connected Systems Group Leader, and Building Performance Evaluation Team Leader, for general staff performance and development, operational discipline (e.g., maintaining training qualifications, procedural compliance, safe operations), and project execution.

Level I: Receives expectations from Project Manager or Associate Project Manager. Serves in the capacity of task manager, deputy project manager, or project manager on small projects, with accountability for task and project plan development and adherence to schedule, budget, quality, and performance. Seeks guidance from the Project Management Office, Line Management, Senior Project Managers or Program Managers, and is not expected to have any supervisory responsibilities. Communicates critical issues in a timely manner with internal project stakeholders. Independently completes tasks on time and within budget with minimal oversight and contributes effectively as a project team member.

Level II: Serves in the capacity of project manager responsible for management oversight and technical direction on small projects, with a demonstrated aptitude that trends toward the management of projects with higher degrees of risk, complexity, and client interaction. Effectively coordinates project team resources across multiple organizations and directorates and has the ability to multitask and effectively stay abreast of project details. Provides expert delivery with little supervision or managerial support. Includes coordination of resources across divisions and directorates. Requires strong presentation skills, ability to multitask and ability to avoid getting lost in project details. Requires little supervision or management support, demonstrates initiative and leadership skills, and provides day-today direction and guidance to team members.

Minimum Qualifications

  • Bachelor's degree and 4+ years of relevant experience, or advanced degree and 2+ years of relevant experience.

  • 2 or more years of experience relevant to task leadership and depth of knowledge in science and/or methods needed to deliver project.

Preferred Qualifications

  • Bachelor's degree plus 6 years of experience, or advanced degree plus 4 years of experience, in a relevant field (e.g. mechanical, electrical or civil engineering, energy or natural resource policy or management)

  • 3 or more years of experience relevant to task leadership and/or project management in a related technical discipline

  • Demonstrated knowledge of building energy and water systems and efficiency measures, distributed energy resources, and/or indoor environmental quality

  • Experience with strategic planning, performance assessment and stakeholder engagement

  • Knowledge of federal project planning, funding, and execution

  • Experience overseeing experimental research demonstration or pilot projects

  • Strong interpersonal skills with experience engaging directly with sponsors; demonstrated ability to effectively anticipate sponsor needs and challenges and work toward solutions

  • Demonstrated ability to work effectively with personnel in diverse job functions, expertise, and levels of responsibility, including directors, technical advisors, and field personnel

  • Demonstrated ability to work effectively with geographically distributed teams

  • Excellent verbal and written communication skills; demonstrated ability for writing concisely and clearly

  • PMP Certification
