Job Description

The PNNL Special Security Officer (SSO) is responsible for the management and operations of seven enhanced security facilities (ESFs), within the United States.

The incumbent is expected to be fully knowledgeable of applicable Federal Directives, Standards, Policy Guidance, the DOE Technical Security Program, Executive Orders, the Department of Energy (DOE) Order 470.4B, DOE Procedures for Intelligence Activities, ICDs, in addition to internal policies and procedures pertaining to successful management and operation of secure facilities and all relevant security aspects to include Personnel, Physical, Technical, Information, Operations and Administrative Security.

Responsible for developing, implementing and enforcing local policy and procedures consistent with Executive Orders, ICDs, and DOE-IN and Security Procedures, which are mandated by law.

Responsible to the FIE Director to provide advice and guidance on federal policy, orders and directives to meet the unique security requirements of the DOE Office of Intelligence and Counterintelligence and the US Intelligence Community (IC).

Responsible to the FIE Director to provide advice and guidance on federal policy, orders and directives to meet the unique security requirements of the DOE Office of Intelligence and Counterintelligence and the US Intelligence Community (IC).

Provide daily direction to administrative, professional and technical ESF operations staff. Maintain appropriate staffing levels and recommend, review, and coordinate staff actions with management. Ensures ESF operations staff obtain proper training and resources to conduct assignments.

Minimum Qualifications

Bachelor’s degree plus 6 years of experience in security or an intelligence related field.

Preferred Qualifications

Advanced degree plus 4 years of experience in security or an intelligence related filed.

Other Information

This position requires the ability to obtain a federal security clearance in a timely manner. Which requires:

* U.S. Citizenship

* Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

* Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs, including marijuana, for 12 consecutive months can be demonstrated.
