Job Description

This position is responsible for the overall direction, coordination, implementation, execution, control, and completion of projects (primarily cyber security energy delivery systems) while ensuring consistency with organizational strategy, commitments, and goals. This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan. Also responsible to define the project's objectives, report on status internally to the subsector, and oversee quality control throughout its life cycle.

In addition, this position manages multi-year projects that include key parties external to Lab and with visibility that will impact the award of future projects to the lab. Project delivery could be dependent on performance of new suppliers/subcontractors and key team members who are geographically and culturally dispersed. Scope of projects and project milestones include qualitative indicators that may evolve over time. Leverages client relationships to cultivate future business for Battelle. Provides expectations to cross-functional project teams consistent with the client service model and builds networks across the Lab complex, clients, and external stakeholders. Interacts with clients and senior management to influence positive project outcomes and strategic staffing that achieve business results. Guides and mentors other Project Managers. Projects may be high-risk and high dollar value. The position is 60% Project Leadership and 40% Technical Contributor (SME). The technical focus of this position, whether it is in business development or the pursuit of research, is to protect the electric grid from anomalous operation due to cyber intrusions or attack on the infrastructure by establishing an inherently resilient infrastructure.

Core to this position is the knowledge and understanding of utility response and recovery considerations requiring a foundational understanding of critical infrastructure protection specific to electric industry and infrastructure interdependencies. Is able to recognize and respond to potential barriers and opportunities during project planning and execution that, if pursued, will not only increase success of the project, but also increase success on other projects and/or enable PNNL to acquire additional projects.

Minimum Qualifications

• Bachelor's degree plus 8 years of experience or advanced degree plus 6 years of experience

• 4 or more years of experience relevant to project management and depth of knowledge in science and/or methods needed to deliver project

• PMP certification or demonstrated equivalent (knowledge competency criteria).

Preferred Qualifications

• Due to client and project needs, U.S. Citizenship is required.

• Electrical Engineering Degree with focus on electrical power systems is preferred.

• Must have direct supportive experience in cyber security of the grid control environment (e.g.; SCADA) or related industrial control systems

• Understanding of DOE OE’s Cybersecurity for Energy Delivery Systems program

• Must possess in-depth knowledge of cyber security issues associated with the electric infrastructure

• Requires a strong ability to relate research outcomes and influence on the as-built or future grid infrastructure

• Strong oral and written communications skills; ability to work in and support operations in a business sensitive environment; ability to work independently and in teams and demonstrates conflict resolution skills.

• Must have experience on projects with shifting scope, conflicting objectives, uncertain funding, and challenging stakeholders. Experience includes successful execution of projects with multiple key participants (internal, external) and diverse stakeholders. Has detailed familiarity with technical challenges associated with project activities associated with protection of the energy sector.
