Job Description

This position provides 75% administrative support to the Safeguards & Security Department (SASD) and 25% support to Radiation Protection Division (RPD). The primary purpose of this position is to ensure that administrative activities are conducted in an efficient and effective manner, meeting established programmatic timelines.

The nature and scope of this position is to provide administrative support to these Divisions. Organizationally, this position reports to the SASD Manager. The incumbent also takes direction from, and provides administrative support to the SASD and RPD staff.

In order to meet the challenges of this position, effective relationships with PNNL staff/management, sponsors, other Hanford contractors and PNNL’s primary client, DOE, must be established and maintained.

The SASD provides appropriate protection of personnel and the physical and intellectual property of the government, other clients, and Battelle in regards to loss, theft, sabotage and espionage. This is accomplished by furnishing expert guidance, oversight and education to the Laboratory in a manner consistent with the Laboratory mission, client, and government requirements. The environment in which this position operates is a compliance driven, overhead funded service. The resulting climate is one of high volume, quick turnaround, and customer service. To meet program objectives, SASD is continually implementing changes and improvements to current processes in order to operate in the most cost effective and efficient manner possible.

The Radiation Protection Division supports Laboratory staff by providing safe and compliant programs, tools, and resources that support risk-based approaches, focus on cost reduction and increased efficiency, and facilitate excellence in research and operations. Implementation of these programs is the responsibility of each radiological worker and staff member associated with radiological work.

Position duties normally involve the ability to prioritize work, coordinate work flow and priorities, develop and implement office procedures as they relate to this position, and maintain records in accordance with Laboratory requirements. This individual must be able to handle multiple tasks efficiently and professionally.

Work is primarily completed independently, utilizing individual judgment and analysis, within the framework of written policies and procedures.

This individual provides a focal point for the PNNL Directors, staff members and non-staff/clients and must project a positive and highly professional demeanor. Additionally, this individual must display a cooperative and helpful attitude.

This individual must use discretion and good judgment about disclosure or processing of sensitive information.

The position requires demonstrated strong oral and written communication skills.

This individual must be able to resolve and advise management on a wide range of administrative conflicts and issues, generate practical solutions and remain objective while using a sound knowledge of the Laboratory and various requirements to accommodate a variety of security situations.

A significant amount of independent discretion must be applied to a variety of circumstances in order to avoid the potential induction of any negative influences for current and proposed Laboratory business.

This position is accountable for ensuring that the SASD and RPD are administratively managed in the most efficient and effective way possible. The incumbent should be able to set and coordinate administrative priorities and information, as well as delegate as appropriate. A thorough knowledge of the Laboratory’s business areas and an understanding of the Laboratory’s support functions are required, with the ability to recommend changes or improvements to current processes. The incumbent is required to:

•Coordinate SASD and RPD Management calendars

•Develop and distribute meeting minutes

•Type or enter data and proofread accurately

•Requisition staff supplies and office equipment

•Be proficient in the use of standard office equipment, CPU’s and peripherals, including a working knowledge of computer hardware set up

•Maintain and/or establish file systems

•Be able to function as the lead administrative assist in her absence

•Coordinate staff travel arrangements and use EXPENSE trip report reconciliation

•Be proficient in the use of PNNL’s purchasing systems (PACQ, PCard, B2B, etc.)

•Be proficient in the use of HP Records Manager

•Be proficient in the use of PeopleSoft (Purchasing, HR, Service Requests, etc.)

•Function as the SASD Property POC, to include purchasing and excessing processes

•Function as the EHS&S (At Directorate Level) Moves/Space POC

•Function as the SASD ETR POC

Minimum Qualifications

High School education and 6 or more years of progressively responsible administrative experience, or an equivalent combination of relevant training and experience.

Preferred Qualifications

Incumbent must be able to lift moderately heavy equipment items, i.e., computers, monitors, printers, & office products, i.e., paper boxes, supplies, etc.
